6.C. - Page 18 of 34 <br />2.2 Environmental Justice Baseline <br />The consultant will analyze the existing General Plan for any State -mandated updates, including <br />Environmental Justice discussion and policies. Consultant will conduct a comprehensive analysis <br />regarding environmental pollution exposure for disadvantaged communities in Redwood City. <br />Using CalEnviroScreen 3.0 and other available resources, the consultant will map disadvantaged <br />communities and will research the social, economic, and pollution data sets. The baseline report <br />will provide a brief summary of the Environmental Justice requirements, current General Plan <br />compliance, and suggestions for any other amendments. <br />The background information will be consolidated into a memorandum with a text summary and <br />map information. This scope and budget assume one round of comments and revisions with staff. <br />The consultant and Changel-ab Solutions will incorporate these comments and revisions into the <br />Administrative Draft Environmental Justice Element (see Task 5). <br />2.3 Safety Element Baseline <br />SB 1035 requires a review and revision (as necessary) to address climate adaption and resiliency <br />strategies upon each revision of the housing element or local hazard mitigation plan, but not less <br />than once every eight years. Consultant will review the existing Safety Element and identify all <br />new relevant laws that will need to be addressed in this update. Consultant will also review the <br />San Mateo County Hazard Mitigation Plan, which includes a chapter dedicated to Redwood City, <br />to determine what components need to be incorporated into the Safety Element. <br />The consultant will consult published data sources to report climate change and resiliency effects <br />and strategies with regard to sea level rise, wildland fire hazards, heat island effects, and other <br />local concerns. This scope and budget assume one round of comments and revisions with staff. <br />The consultant will incorporate these comments into the Administrative Draft Safety Element <br />(see Task 6). <br />Task 2 Deliverables: <br />Baseline Report (digital file) <br />Environmental Justice Baseline Report (digital file) <br />Safety Baseline Report (digital file) <br />The City will be responsible for reviewing each draft deliverable and collecting all staff comments <br />into a single document using Microsoft Word's track changes function. <br />TASK 3 — HOUSING ELEMENT UPDATE <br />3.1 Administrative Draft Housing Element <br />The consultant will prepare the components of a draft Housing Element for the 2022-2031 <br />planning period that address the requirements of State law.
