6.C. - Page 19 of 34 <br />The Housing Element is required by State law to include a report on the progress the City has <br />made in implementing the current Housing Element. Consultant will assess the continued <br />appropriateness of the previous Housing Element programs and policies in contributing to the <br />attainment of the stated housing goals, drawing from the Housing Baseline report prepared in <br />Task 2.1. Consultant's project team will specifically assess all housing programs to determine <br />whether existing programs were successfully implemented and to inform future policy <br />recommendations. Accomplishments will be quantified where possible but may be qualitative <br />where necessary. <br />Needs Analysis <br />Government Code Section 65583 requires housing elements to review specific demographic, <br />economic, and housing topics, as well as projected housing needs. The consultant will complete <br />a housing assessment and needs analysis to comply with Government Code Section 65583(a) and <br />other applicable State statutes. Consultant will utilize information provided and coordinated by <br />ABAG and 21 Elements to support this effort, as well as analysis completed by the consultant <br />itself. <br />Housing Constraints <br />The Housing Constraints analysis identifies potential and actual governmental and <br />nongovernmental (e.g., physical or financial) constraints to housing production. Consultant will <br />update this section as necessary with up-to-date development processes and fees, as well as <br />changes in market constraints due to economic changes since the last Housing Element was <br />written. Consultant will assess the potential for residential development consistent with adopted <br />land use and zoning policy, as well as opportunities for energy conservation, consistent with state <br />law. Where constraints exist, the consultant will suggest housing programs to mitigate or remove <br />these constraints. New laws concerning changes to the housing constraints analysis such as AB <br />879 will be addressed, and best practices will be explored. <br />Resources and Sites (Opportunities) <br />The Resources and Sites analysis will focus on site suitability for housing, building from Task 2.1 <br />and community input. As the supply of vacant land in Redwood City is extraordinarily limited, <br />future development will involve the redevelopment or reuse of properties that allow multi -family <br />use in residential and mixed-use areas, infill development on vacant parcels, projected accessory <br />dwelling units, plus the strategies developed regarding changes to land use and zoning to <br />facilitate additional housing development. Accordingly, the chapter will reflect all updated State <br />laws, such as AB 1397, which makes numerous changes to how a jurisdiction establishes its <br />housing element sites inventory. <br />This section will contain parcel -specific inventory of sites that can accommodate the 6th Cycle <br />RHNA Allocation, using the required form provided by HCD. The consultant will provide <br />guidelines for the identification of sites and will prepare the Sites Inventory GIS map and parcel - <br />specific listing (table) of individual sites. The consultant team will then work to provide the <br />required justifications that these sites can facilitate the development of housing given existing <br />site, market, and development conditions. The analysis will also evaluate and include funding <br />resources, administrative resources, and opportunities for energy conservation, as required by <br />State law. <br />Housing Goals, Policies, and Quantified Objectives <br />Based on the analysis completed in the above items and building on the existing Housing <br />Element, the consultant will craft a Housing Plan (eight—year implementation plan) with goals, <br />policies, and programs relative to the maintenance, preservation, improvement, and <br />development of housing to cover this new planning period. <br />REV: 01-11-2021 PR <br />ATTY/AGR.2020.086/MIG (Moore, Iacofano Goltsman, Inc.)
