This scope and budget assume one round of comments <br />and revisions with staff. <br />3.2 Public Review Draft Housing Element <br />Based on staff comments, the consultant will revise the Administrative Draft Housing Element <br />and complete the Draft Housing Element for public review and HCD submittal. This scope and <br />budget assume one round of comments and revisions with staff. <br />3.3 Coordination with California Department of Housing and Community Development (HCD) <br />During the initial review period—and during the course of element preparation— the consultant <br />will keep in contact with HCD staff to facilitate review and anticipate/respond to any specific <br />concerns HCD may have. In conjunction with 21 Elements, the consultant will coordinate with <br />HCD on any questions or preliminary analysis. As necessary, the consultant will provide HCD with <br />any requested supplemental data or information on proposed programs, policies, and strategies <br />to meet the RHNA and otherwise comply with State law. <br />This scope includes the submittal of the Housing Element to HCD, conference calls with HCD staff <br />and City staff to discuss comments, and preparation of written responses to HCD comments as <br />needed. The scope assumes up to two rounds of review/discussion with HCD (one round on the <br />draft and one round on the adopted version). This task includes a delivery of one hard copy and <br />a digital PDF copy on CD of the Draft Housing Element, mailed to HCD, per HCD's guidance, for <br />each round of review. The consultant will also prepare a memorandum/matrix that summarizes <br />all HCD comments on the submitted draft and proposed changes to address those comments to <br />achieve certification with the final. Housing Element for adoption. <br />Task 3 Deliverables: <br />Administrative Draft Housing Element (digital file) <br />Draft Housing Element for HCD review (digital file and one hard copy) <br />Matrix of HCD comments and related track -changed edits to the Draft Housing Element (digital <br />file) <br />Final Housing Element for HCD review (digital file and one hard copy) <br />For each task, the City will be responsible for reviewing the draft and collecting all staff comments <br />into a single document using Microsoft Word's track changes function. <br />TASK 4 — URBAN FORM AND LAND USE ELEMENT UPDATE <br />4.1 Initial Land Use Strategies <br />With the analysis in the Baseline Report (Task 2) and Community Value statements (Task 7), the <br />consultant will develop two to three different land use strategies to meet the RHNA. These <br />strategies will highlight different methods of achieving community values and will be shared with <br />the public for responses and comments as part of the community engagement effort (Task 7). <br />Each strategy will list the total potential units, the zoning and General Plan land use changes <br />required, and ranking with the Community Values. A draft set of potential goals and policies for <br />land use and environmental justice will also be developed.
