6.C. - Page 22 of 34 <br />Task B: Analysis of Retail Market Demand <br />It is important to note that the retail market was undergoing rapid changes even before the onset <br />of the COVID-19 pandemic. Some sub -sectors of the retail sector (e.g. grocery stores) have <br />remained strong, while others may take longer to recover. This analysis will take into account <br />current conditions in the retail market and estimate the timing for recovery and potential new <br />development. <br />Building from the City's Retail Action Plan, Strategic Economics will analyze the potential for new <br />retail development based on new housing and employment growth in the downtown. Strategic <br />Economics will assess the demand for "soft goods" retail stores and restaurants in the Plan Area <br />based on: city sales tax data; data on rent, vacancy, and new construction trends for retail <br />districts in Redwood City and neighboring cities from brokers and Costar; and interviews with <br />local retail and mixed-use developers. The analysis will provide an understanding of the market <br />opportunities and barriers to retail and mixed-use development in the Downtown. <br />4.3 Preferred Strategy with Draft Amendment Language <br />Based on the community feedback in Task 7, a Preferred Strategy will be prepared for <br />environmental review (Task 8). This preferred strategy will include draft general plan land use <br />amendments, including draft goals and policies. It is understood that due to the iterative nature <br />of this process, additional changes may be made to the goals and policies in response to <br />community feedback and environmental review. <br />This scope and budget assume two rounds of comments and revisions with staff on the preferred <br />strategy prior to public review. <br />Draft amendment language will be made available for community feedback through an online <br />comment form (Task 7). <br />4.4 Zoning Ordinance Amendments <br />Once a preferred strategy has been reviewed by the public, the consultant will prepare Zoning <br />Ordinance amendments implementing Land Use policy changes and achieve consistency <br />between the General Plan and Zoning Ordinance. This scope and budget assume two rounds of <br />comments and revisions with staff on the Administrative Draft Zoning Ordinance Amendments <br />prior to public review.
