6.C. - Page 23 of 34 <br />TASK 5 — ENVIRONMENTAL JUSTICE ELEMENT <br />As of January 1, 2018, cities and counties are required to either adopt an Environmental Justice <br />Element in their General Plan or integrate environmental justice policies and goals into the <br />elements of the General Plan "upon the adoption or next revision of two or more elements <br />concurrently" (Government Code Section 65302[h][2]). With the update to the Land Use Element <br />and Housing Element (and Safety Element), an Environmental Justice Element or environmental <br />justice policies integrated into the General Plan would be required. In Redwood City, these <br />policies may be integrated into the Built Environment Element, Building Community Element, <br />Public Safety Element, and Natural Resources Element, as oftentimes environmental justice <br />issues cross topics. <br />The State of California Department of Justice has taken an active interest in reviewing <br />Environmental Justice Elements and the process involving their preparation. This proposed scope <br />of services accounts for this advice and best practices, and places equity at the center of the <br />process. <br />As part of the community engagement task (Task 7), new goals and policies related to <br />Environmental Justice will be distributed for community feedback. <br />5.1 Administrative Draft Environmental Justice Element <br />Drawing from input received through the community engagement process and analysis <br />completed in Task 2.2, the consultant and ChangeLab Solutions will prepare an Administrative <br />Draft Environmental Justice Element (or text, goals, policies, and programs that may be <br />integrated into other existing General Plan elements). It is anticipated that policy will focus on <br />strategies to reduce pollution exposure and environmental burdens affecting low-income and <br />minority populations, together with improving air quality and minimizing impacts on sensitive <br />population groups. <br />In addition to SB 1000 requirements to address environmental justice (and the City's desire to <br />incorporate equity as a foundational component of this project) within Redwood City limits, SB <br />244 (2011) mandates jurisdictions update their General Plans to address disadvantaged <br />unincorporated communities. This law requires an infrastructure analysis of any community <br />within the sphere of influence with an annual median household income that is less than 80% of <br />the statewide annual median household income (the stated definition of a "disadvantaged <br />community"). Specifically, the analysis must locate and map the disadvantaged unincorporated <br />communities and include the present and probable need for public facilities and services related <br />to water, wastewater, stormwater drainage, and structural fire protection needs or deficiencies, <br />and if appropriate, sidewalks and street lighting. As part of the larger environmental justice <br />conversation, consultant's scope of work will also address compliance with SB 244 for the North <br />Fair Oaks community. This scope and budget assume one round of comments and revisions with <br />staff on the Administrative Draft Environmental Justice Element. <br />5.2 Public Review Draft Environmental Justice Element <br />Based on City staff's comments on the Administrative Draft, the consultant will revise the <br />document and complete the Draft Environmental Justice Element for public review.
