6.C. - Page 24 of 34 <br />For each task, the City will be responsible for reviewing the draft and collecting all staff comments <br />into a single document using Microsoft Word's track changes function. <br />TASK 6 — SAFETY ELEMENT UPDATE <br />Numerous State laws have passed since the City's adoption of the General Plan in 2010 that <br />require updates to the Safety Element, including SB 1241 to address the risk of fire, AB 2911 for <br />high fire severity zones, SB 99 for emergency evacuation routes, and SB 379 to address climate <br />resiliency. <br />6.1 Administrative Draft Safety Element <br />The consultant will review the existing Safety Element and laws that have been passed since the <br />Safety Element was adopted (as outlined in Task 2.3) and update the document accordingly. As <br />part of this process, the consultant will conduct a vulnerability assessment identifying the risks <br />that climate change poses to Redwood City, building on the Safety Element's existing Climate and <br />Atmosphere section. The consultant will also reference the Multijurisdictional Hazard Mitigation <br />Plan adopted by the County in 2016 and any subsequent updates that occur in 2021. Based on <br />the findings from the vulnerability assessment and review of the Safety Element for required <br />updates, the consultant will identify revisions to the Safety Element, inclusive of text and exhibits, <br />and ensure consistency with other General Plan elements in compliance with State law. <br />This scope does not include a comprehensive update of the Safety Element. This task is intended <br />to be minor in scope and only includes an update to portions of the Safety Element necessary for <br />compliance with State law and consistency with other General Plan elements. The consultant will <br />modify the existing Safety Element in track changes. This scope and budget assume one round of <br />comments and revisions with staff. <br />6.2 Public Review Draft Safety Element <br />Based on City staff's comments on the Administrative Draft Safety Element, the consultant will <br />revise the document and complete the Draft Safety Element for public review.
