6.C. - Page 25 of 34 <br />7.1 Public Engagement Activities <br />The consultant and ChangeLab Solutions will lead a robust community engagement effort, with <br />a focus on building consensus around a common vision to ensure support for the changes moving <br />forward. The consultant maintains a culture of innovation to constantly expand public <br />involvement techniques to match community and project needs, with a focus on engaging <br />individuals who may not traditionally participate. <br />Based on the engagement strategy/PEP developed in Task 1.3, the consultant and ChangeLab <br />Solutions will design and implement a creative and practical mix of engagement activities, which <br />may include community -wide and focus group meetings, website materials, online surveys, pop - <br />ups, and other techniques to ensure broad participation of the affected public, including <br />language translation and translated materials. Innovation is foundational to consultant's work, <br />and is necessary as most outreach is expected to be virtual for the next year. Virtual engagement <br />will need to be balanced with other mechanisms such as pop -ups, hard copies, mailings, and <br />signage for community members that are not are able to engage virtually. <br />Strategies using design thinking should be considered, including problem identification and <br />iterative solutions. Strong emphasis should be placed on contacting groups that are not <br />traditionally represented in a public outreach process, such as Spanish-language speakers, <br />renters, students, businesses, and families with young children. Consideration should also be <br />made for an approach targeting communities without reliable access to virtual resources, <br />including reliable internet and associated equipment. <br />Skilled facilitators will design the meetings to allow for ideas to be considered and tested so that <br />all participants are able to share their thoughts and ideas in an efficient manner. Precedent <br />imagery and conceptual simulations are critical tools for clarifying assumptions and getting all <br />participants on the same page. The consultant has a variety of tools that can be used: electronic <br />polling, technology that allows 3D visual simulations (virtual reality) to be projected so meeting <br />participants can "walk" the housing changes and the "neighborhoods", as well as map -based <br />online surveys to help determine where and what kinds of land use changes should occur. <br />Bringing these tools into the meeting changes the discussion and the types of questions that are <br />asked. <br />The consultant will work with the City to use the right tool to support the discussion and fully <br />document the results. Many of these tools can be adapted for use in study sessions with the <br />Planning Commission and City Council. The tools can also be used in a session with a smaller <br />group focused on specific interests. <br />Graphic Communication Tools <br />The consultant anticipates using a variety of graphic communication techniques throughout the <br />public engagement process. The consultant has a wide array of graphic styles and tools to help <br />the community understand and collaborate on the future vision: <br />Graphic Recording — Actively summarizes participants' comments in real time, allowing visual <br />connections and references to occur while meeting facilitator continues to conduct the <br />community meeting. Graphic recording lets the participants know that the facilitators have <br />"heard" and understand their comments.
