6.C. - Page 32 of 34 <br />In advance of the certification of the Final EIR by the City Council, the consultant will prepare the <br />NOD. The City will be responsible for filing the NOD with the County and State Clearinghouse <br />within five working days of certification. This task does not include payment of any filing fees, <br />including California Department of Fish and Wildlife fees, which will be the City's responsibility. <br />Task 8 Deliverables: <br />» Notice of Preparation and Initial Study (digital file) <br />» Administrative Draft and Draft Transportation Assessment reports (digital file) <br />» Administrative Draft Subsequent Program Environmental Impact Report (digital file) <br />» Draft Subsequent Program Environmental Impact Report (digital file) <br />» Response to Comments/FEIR (digital file) <br />» Findings of Fact and Statement of Overriding Considerations (digital file) <br />» NOD (digital file) <br />For each task, the City will be responsible for reviewing the draft and collecting all staff comments <br />into a single document using Microsoft Word's track changes function. The City will be <br />responsible for posting and filing all notices and distributing draft documents to the circulation <br />list, payment of any Fish and Wildlife Fees, public notices of meetings, and notices in newspapers. <br />TASK 9 — FINAL DOCUMENTS AND ADOPTION <br />9.1 Public Hearings <br />As required by law, two public hearings will be required for Planning Commission <br />recommendation and City Council adoption. There is an option to have a third meeting with the <br />Housing and Human Concerns Committee (HHCC). Consultant have budgeted for these three <br />public hearings for adoption. Consultant will conduct the hearings after receiving a Housing <br />Element conditional letter of compliance from HCD and feedback on the Safety Element from <br />CalFire. <br />The consultant will prepare and present a PowerPoint presentation for the hearings. Consultant <br />will submit the materials electronically to City staff for review prior to each hearing. Two of the <br />consultant staff will attend each hearing with the Planning Commission and City Council; one of <br />the consultant staff will attend hearings with the HHCC. The consultant will assist City staff in <br />responding to any public or agency comments. <br />9.2 General Plan Amendments — Public Hearing Draft <br />Incorporating final feedback from the public, HCD, and CalFire, the consultant will prepare a <br />public hearing draft of the General Plan revisions showing their incorporation into the General <br />Plan. This assumes that the City will provide the most up-to-date General Plan document <br />(inclusive of all previous amendments to date) to the consultant in Word format. <br />9.3 Zoning Ordinance Amendments — Public Hearing Draft <br />Incorporating final feedback from the public, the consultant will revise the Zoning Ordinance <br />amendments for public hearing consideration.
