Increasing the project budget also made the City eligible for <br />additional grant funding that would otherwise have to be returned to Caltrans and reallocated to other <br />communities. <br />ANALYSIS <br />The contractor, O'Grady Paving, Inc., has completed the construction of improvements in accordance with <br />the Agreement and the Amendment, the plans and specifications, and to the satisfaction of the City's <br />Engineering & Transportation Division. <br />Construction started July 2020 and was substantially complete in October 2020. Construction was fully <br />complete at the end of December 2020. The final cost of the completed project was $1,493,742.04, which <br />is 3% more than the amended contract amount. <br />FISCAL IMPACT <br />Funding for this project was previously approved and appropriated in the Fiscal Year 2017-18 CIP <br />budget. <br />ENVIRONMENTAL REVIEW <br />Accepting the project and releasing bonds and retention is not a project under the California <br />Environmental Quality Act (CEQA) as defined in the CEQA Guidelines, section 15378 because it has no <br />potential for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. <br />As a federally -funded project, Caltrans determined that the Project was a Categorical Exclusion under 23 <br />CFR 771.117(d) 13 and 23 CFR 771.117(c)26. The City determined that the project was Categorically <br />Exempt from the requirements of the CEQA Guidelines pursuant to: <br />Section 15301 Class 1 "Existing Facilities" (c) for the repair and maintenance of "Existing <br />highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar <br />facilities (this includes road grading for the purpose of public safety)" with no expansion <br />of an existing use. <br />There was no significant cumulative impact or significant effect on the environment when considering the <br />totality of the project as the improvements were made to existing streets with no expansion of capacity. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />135 <br />
