6.A. - Page 2 of 70 <br />In October 2019, the San Mateo City/County Association of Governments (C/CAG) issued a call for letters <br />of interest for Regional Stormwater Capture Projects to use a $3 million state budget allocation for <br />advancing planning and design of multi -functional stormwater facilities. The City submitted a letter of <br />interest for funding the City's Regional Project. The Cities of Belmont and San Bruno submitted letters of <br />interest as well and each city received $913,333. Although C/CAG was the agency securing the funds, each <br />of the cities agreed to work directly with the CA Natural Resources Agency to obtain and use the funds. <br />The proposed resolution and agreement allows the City to obtain the funds from the Natural Resources <br />Agency for the Regional Project. <br />ANALYSIS <br />In June 2020, in collaboration with C/CAG, San Mateo County, and the City of San Bruno, the County <br />published RFP #1418 — San Mateo County Advancing Regional Stormwater Capture Projects, which <br />included the Regional Project. The City received seven proposals for the Regional Project, and with a <br />similar number of proposals provided for the projects in the other jurisdictions, it was determined that <br />each jurisdiction would review and make their selections separately. City staff used seven criteria to <br />evaluate the proposal, including consultant qualifications, proposed approach, development of scope of <br />work, project budget, innovation in approach, references, and inclusion of disadvantaged businesses. <br />Based on the evaluation of the proposals, staff selected three firms to participate in interviews that were <br />held in July 2020. The interviews gave the consultants an opportunity to showcase their approach to the <br />project and introduce the project team. After the interviews, the selection committee recommended <br />Craftwater Engineering, Inc. as a qualified firm to complete the design, and construction engineering <br />support for the project. <br />The scope of work includes field and existing conditions review, conceptual planning, development of <br />alternative design, community outreach, environmental documentation, preparation of 65%, 90%, and <br />100% plans and specifications, and construction engineering support. It is not expected that the grant <br />funds will be able to complete all of the tasks, however the design professional agreement contemplates <br />several projects phases at a time, utilizing the grant funds to take the project as far as possible. <br />FISCAL IMPACT <br />Approving the recommended action would allow the City to accept $1,113,333 in federal and state grant <br />funds and to use those funds for the Stormwater Capture Project at Red Morton Park.
