6.B. - Page 1 of 24 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 25, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement for Services with BKF Engineers to provide civil engineering services for the Community <br />Facilities District No. 2020-1 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services with BKF <br />Engineers for an amount not to exceed $113,763 to provide a Conditions Report for the Community <br />Facilities District No. 2020-1. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Seaport Centre Maintenance District (SCMD) was established in April 1985 to pay for the cost of <br />maintaining and operating certain public improvements determined to be of sole benefit to the parcels <br />within the SCMD. Public Improvements to be operated and maintained by the SCMD consist of all the <br />public improvements and appurtenant facilities in the SCMD that are located within public easements, <br />but not including those public improvements and appurtenances which are located in public streets or in <br />streets dedicated to the public. <br />A Levee Financing and Improvement Agreement (Master Agreement) was executed on October 9, 2020 <br />between the City and the two property owners within Seaport Centre, HCP LS Redwood City, LLC (HCP) <br />and Metropolitan Life Insurance Company (Met Life), whereby the City agreed to create a Community <br />Facilities District No. 2020-1 (CFD). The new CFD will reimburse the property owners for qualified costs for <br />building new improvements, such as the levees.
