A <br />part of the Master Agreement is to perform a condition assessment and a repair and replacement plan <br />for Wet Utilities (the Storm Drain System Improvements, Potable Water Facilities and Sanitary Sewer <br />Facilities) that were originally included in the SCMD. <br />The SCMD will no longer be needed after the CFD is created, so the property owners within Seaport Centre <br />petitioned the City to dissolve SCMD, effective June 30, 2021 (or such later date after delinquent <br />assessments, if any, are fully paid), and transfer the SCMD maintenance reserve funds to the CFD. <br />ANALYSIS <br />On November 6, 2020, a Request for Proposals (RFP) was sent to various consultants in order to assist the <br />City in creating a Conditions Report to document the existing Community Facilities District No. 2020-1 <br />(Seaport/Seaport Plaza) wet utilities improvements and preparation of repair and replacement plan <br />drawings. The conditions report will be used to create a repair and replacement plan for wet utilities. This <br />repair and replacement plan for wet utilities will inform the budget and tax assessment for the CFD as <br />required in the master agreement and CFD formation. <br />Only one company, BKF Engineers, responded to City's RFP. Their proposal was received on November 20, <br />2020, within the specified due date and time frame. <br />BKF Engineers' proposal consists of creating a conditions report for improvements of storm, water and <br />sewer utilities and facilities within the easement as follows: <br />• Storm drain system in easement, including one storm drain pump station and approximately <br />1,000 feet of reinforced concrete pipe ranging in size from 36 -inches to 60 -inches in diameter; <br />• Water facilities in easement, consisting of approximately 920 feet of 8 -inch diameter and 1,240 <br />feet of 10 -inch diameter polyvinyl chloride pipe, and a sacrificial anode cathodic protection <br />system to protect the metal valves and fittings. <br />• Sanitary sewer facilities in easement, including two sewer lift stations and approximately 900 <br />feet of 8 -inch diameter polyvinyl chloride pipe. <br />BKF Engineers' proposal also includes site review, survey, and observations; evaluation of proposed <br />projects; preparation of probable construction cost; preparation of project prioritization, assessment <br />calculations; conditions report preparation and preparation of repair and replacement plan, exhibits, <br />schematic and conceptual drawings. <br />BKF Engineers was selected based on the firm's qualifications, responsiveness, experience and prior work <br />that they have completed for SCMD.
