City of Redwood City · Section 4. Cumulative, Significant and Unavoidable, and Growth-Inducing Impacts: The Draft EIR will include a discussion of cumulative impacts. Cumulative impacts are defined as those impacts of the proposed project that may combine, either temporally or spatially, with past, present, and reasonably anticipated future projects to produce potentially significant related or cumulative impacts in accordance with Section 15130 (b)(l)(A) of the CEQA Guidelines. This section of the Draft ErR will also address the unavoidable significant impacts and the growth-inducing impacts of the proposed project. · Section 5. Alternatives to the Project: Up to two (2) project alternatives (in addition to the No Project alternative) that satisfy the project objective(s) and avoid or reduce environmental effects will be described and evaluated in the Alternatives to the Project section of the Draft EIR. The purpose of the alternatives analysis will be to identify project alternatives that will meet the defined project objective(s) while avoiding or causing fewer significant impacts and/or fewer overall impacts than the proposed project. The "No Project" alternative, as required by CEQA, will also be presented in this section of the Draft EIR. The "environmentally superior alternative" will be identified in this section. · Section 6. Report Preparation: This section of the Draft ElR will list the individuals who prepared the Draft EIR, the public agencies consulted during the course of the Draft EIR's preparation, and the members of the public who participated in the Draft EIR preparation process. · Section 7. References: This section will list the sources of information used in preparation of the Draft EIR. · Appendices: The appendices will include the NOP, the Initial Study, and background technical material referenced in or prepared for the Draft EIR. Element 3: Draft EIR MHA I RMT will prepare a Draft EIR that incorporates the City staff's comments on the Administrative Draft EIR. Element 3.1. Prepare Administrative Executive Summary: MHA I RMT will prepare an Executive Summary for inclusion in the Draft EIR. The Executive Summary is included at this stage to avoid the costs of revising the summary based on comments on the Administrative Draft EIR. The Executive Summary will include a brief summary of the proposed project, a summary of the major environmental findings, and a complete tabular listing of all potential impacts, the level of impact with and without mitigation, and appropriate mitigation measures. The Administrative Executive Summary will be submitted to City staff for review and comment prior to inclusion in the Draft ElR. Janum)' II, 2008 RMY 15
