Prepare Draft EIR: MHA I RMT will prepare the Draft EIR that <br />incorporates the City staff's comments on the Administrative Draft EIR (Element 2) <br />and the Executive Summary (Element 3.1). <br /> <br />Element 3.3. Notice of Completion: MHA I RMT will prepare the Notice of <br />Completion (NOC) to be filed by the City with the State Clearinghouse and, as <br />appropriate, to be made available locally and regionally. <br /> <br />Element 4: Administrative Final EIR, Final EIR, Mitigation Monitoring and Reporting Program, <br />and CEQA Findings <br />MHA I RMT will prepare a Final EIR that includes responses to comments received on <br />the Draft ElR, a Mitigation Monitoring and Reporting Program (MMRP), and a CEQA <br />Findings document for the project. <br /> <br />Element 4.1. Prepare Administrative Final EIR, MMRP, and CEQA Findings: <br />MHA I RMT will prepare an Administrative Final ElR, including responses to <br />comments received on the Draft EIR, necessary revisions to the EIR (setting, <br />analyses, or mitigation measures) in the form of errata, and a MMRP. The MMRP <br />will be the eventual instruction set for monitoring implementation of mitigation <br />measures identified in the ElR. The Administrative Final EIR and MMRP will be <br />prepared in accordance with CEQA. <br /> <br />MHA I RMT will also prepare Administrative Findings for Certification of the Final <br />EIR and, if warranted, Statements of Overriding Considerations for approval of the <br />proposed project. MHA I RMT anticipates that the City Attorney or the Assistant <br />City Attorney would participate in preparation of the Administrative Findings and <br />Statements of Overriding Considerations. <br /> <br />The Administrative Final EIR, MMRP, and Findings will be submitted to City staff <br />for review and comment. The Administrative Final ElR will not include a reprint of <br />the Draft ElR. <br /> <br />Element 4.2. Prepare Final EIR, MMRP, and CEQA Findings: MHA I RMT will <br />prepare the Final EIR, MMRP, and CEQA findings that will incorporate the City <br />staff's comments on the Administrative Final EIR, MMRP, and CEQA Findings. The <br />Final EIR will not include a reprint of the Draft EIR. <br /> <br />Element 4.3. Notice of Determination: If the project is approved, MHA I RMT will <br />prepare the Notice of Determination (NOD) to be filed by the City with the County <br />Clerk and, if warranted, with the State Clearinghouse and, as appropriate, to be <br />made available by the City regionally and locally. <br /> <br />January II, 2008 <br />RMY <br /> <br />16 <br />
