Red Morton Park Regional Stormwater Capture Project
Redwood City, CA
ATTACHMENT "A"
SCOPE OF WORK
The Consultant's project approach will support Redwood City and their vision to implement a multi -beneficial,
innovative, and efficient regional stormwater capture practice at Red Morton Community Park. The previously
prepared conceptual designs will serve as the starting point for the design alternatives and set the benchmark
of capturing and treating the 85th percentile, 24-hour storm of up to 31.2 acre-feet for Phase I and an additional
12.0 acre-feet for Phase 11 from Arroyo Ojo, a tributary to Redwood Creek. Diversion will target the existing 5 foot
2 inch by 12 -foot box culvert that passes underground through the center of the park that treats the 1,650 -acre
drainage area.
The scope of work has been organized in Phases to allow Consultant's project team to coordinate the progress
of this project from preliminary design through eventual construction as follows.
1. Phase 1. Preliminary Design Report
2. Phase 2. Design Development
3. Phase 3. Bid, Award, and Construction Support Services
The City will send a Notice to Proceed (NTP) to The Consultant to initiate each Phase of the project.
Phase 1. Preliminary Design Report
Phase 1 - Preliminary Design Report consists of the development of a Preliminary Design Report and represents
the 10% design development of this project. The Project Design Report includes the site evaluation, expected
design flows, water quality analysis, evaluation of infiltration, identification of major structural components and
equipment, and recommended site layout. Following receipt of the Phase 1 NTP from the City, Consultant will
implement Tasks 1-3, described as follows.
Task 1. Project Coordination, Monitoring, and Administration
Task 1.1. Project Coordination
The Consultant is committed to ensuring that the City of Redwood City Project Manager is fully informed of all
day-to-day design activities and progress. This will be achieved through regular project correspondence and will
allow the City of Redwood City Project Manager to determine the actual vs. plan work progress.
Kick -Off Meeting. At the beginning of the project, a design kick-off meeting with the City representatives
to review the scope of work, design requirements, schedule, potential concerns, and budgeting
requirements/limitations will be conducted. At the invitation of the City, other interested agencies and
stakeholders will be invited to attend the meeting. The meeting is assumed to take place at the City of
Redwood City. Consultant will prepare agendas, meeting handouts/materials, and meeting summary
notes for the kick-off meeting.
Coordination Calls. Consultant will conduct bi-weekly phone call communication and as -needed calls
with the City during the course of the whole project. The City can invite necessary agencies and
stakeholders as they deem appropriate.
Design Review Meetings. After submittal of the preliminary design concepts, an in-person meeting will
be conducted to review the deliverable. Subsequently an in-person review meeting will be performed
after the 30%, 60%, and 90% drafts.
Task 1.2. Project Monitoring - QA/QC
Quality assurance (QA) and quality control (QC) are critical to the Consultant. The Consultant has an identified
QA/QC manager who will oversee all activities to ensure all standards are followed. All deliverables will be
reviewed by a technical team, who will evaluate the engineering calculations and design standards, and an
administrative team, who will evaluate the overall document readability/cleanliness. All QA/QC activities
performed during a billing period will be documented within the written monthly progress reports.
ATTY/AGR.2020.309/Craftwater Inc (Page 12 of 34)
