Red Morton Park Regional Stormwater Capture Project <br />Redwood City, CA <br />components of the project such as pipeline installation, pumps, and other components that cover major costs <br />of the project, including potential permits and associated fees. The preliminary conceptual level cost estimates <br />cover only the items of work shown in the 10% preliminary drawings. As applicable historical cost data, recent <br />bid results, vender quotes and RS Means will be used in the Preliminary Estimate of Construction Costs. <br />Applicable adjustments will be included to account for San Mateo County pricing for material and labor. <br />Additionally, a preliminary level cost estimate will be prepared to best estimate the Operations & Maintenance <br />cost, present capital cost, service life and scale to cost relationships will be prepared. The annual operation and <br />maintenance cost will be developed for each of the project sites based on the proposed configuration and the <br />level of detail developed. The operation and maintenance costs will be determined for the duration of a 20 -year <br />lifecycle and include replacement components over the course of the single lifecycle. <br />As a value add to the project conceptual design, the Consultant will begin identifying possible construction <br />funding sources based on the various project elements. Consultant will provide a list of the possible funding <br />opportunities and assist the City in starting the application process where applicable. <br />Task 3.4. Concept Report <br />The Preliminary Design Concepts Report (PDCR) will consist of the compilation of the project development <br />deliverables applicable to the project location from Tasks 3.1 through 3.3. In addition to the above pieces, the <br />PDCR will include a listing of all agencies with permitting authority over each project component and an <br />evaluation and recommendation of materials to be used for construction of all facilities in the final design. <br />The deliverable will provide opportunity for The Consultant to synthesize the relevant issues such as scientific <br />findings, physical opportunities and constraints, City objectives, project issues, all conceptual plans/layouts, <br />illustrations, calculations, and research documents for the project used to make determinations on a final <br />design. The PDCR will contain a comprehensive executive summary that give a synopsis of the main project <br />design elements. <br />The Consultant will prepare a draft PDCR for review by the City and desired stakeholders. Upon receiving one <br />round of consolidated comments, the Consultant will prepare the Final PDCR. <br />Task 3 Deliverables: <br />• Preliminary Design Concept Report Draft and Final <br />PHASE 2. DESIGN DEVELOPMENT <br />Phase 2 - Design Development consists of the next stage of the project development towards the preparation <br />of the Final Design Plans, Specifications, and Engineer's Estimate. The Design Phase also includes the <br />implementation of the Public Outreach Plan and the preparation and processing of the required CEQA <br />Environmental Documentation. Following approval of the Final Design Concept Report and a Phase 2 NTP from <br />the City, the Consultant will proceed with Tasks 4 through 7, described as follows. <br />Task 4. Public and Stakeholder Outreach <br />Consultant anticipates there to be significant public interest in a project that will possibly prevent usage of the <br />sports fields at Red Morton Park for upwards of 18 months. The Consultant will implement a public outreach <br />plan to ensure a robust public and stakeholder outreach program to gain early acceptance and understanding. <br />Task 4.1. Outreach Strategy and Team Communications <br />The Consultant will participate in calls and/or meetings to discuss the activities to engage the public in this effort. <br />Based on the results of the conversation, the Consultant will prepare a brief memorandum that describes what <br />activities will be conducted and how they will be publicized. Consultant assumes Redwood City will publicize the <br />activities using established communications channels.
