Red Morton Park Regional Stormwater Capture Project <br />Redwood City, CA <br />Task 4.2. Small Group Interviews <br />The Consultant will conduct small group interviews with representatives from the sports leagues. Consultant will <br />conduct up to two group interviews to accommodate the schedule of key representatives. With contact <br />information provided by the City, Consultant will schedule and conduct the interviews. <br />During the interviews, the Consultant will share information about the needs for the project, what the public will <br />be able to influence by their feedback, the opportunities for participation and mitigation opportunities. The <br />interviews will help surface early reactions to the process and inform how outreach activities are conducted and <br />publicized. If needed, the outreach memorandum will be revised to reflect their concerns. Consultant will prepare <br />a summary of the interviews and provide the summary to the City and the project team. <br />To support the interviews and outreach process, the Consultant will produce materials to provide accurate <br />information about the project. This includes a fact sheet, FAQ's and one update to the materials midway or when <br />needed in the project. Consultant will prepare digital files for posting on the web and for copying by the City. <br />Task 4.3. Public Workshops <br />Given the popularity of the park and field sports, the Consultant expects the workshop to be well -attended by <br />organized and vocal community members. The workshops will have interactive elements designed to solicit <br />productive input on the project and potential mitigations. Electronic polling, small group discussions, trade-off <br />exercise are some of the tools that may be used. The workshops will be conducted in advance of the CEQA <br />process, so the document is well-informed by public comment before the draft is fully developed. The format can <br />be adapted to an in-person or virtual format to respond to directives related to public gatherings due to Covid- <br />19. The Consultant will also conduct a dry -run and tech prep by videoconference in advance of each workshop. <br />Workshop 1: Present the project and identify issues and concerns. Identify which issues are fixed by <br />standards and regulations and which issues can be influenced by the public. <br />Workshop 2: Return with materials that show how the team has responded and how the public has <br />helped shape alternatives to be considered by the CEQA process. Provide process update and next <br />steps. Discuss potential mitigation opportunities. <br />Workshop 3: Present project alternatives to be studied and mitigation opportunities. <br />The Consultant will develop a document that summarizes each workshop and organizes and presents the public <br />comment and feedback received. Consultant will prepare a draft and final summary for each meeting. <br />Task 4 Deliverables: <br />• Outreach Strategy Memorandum <br />• Small Group Interviews (2) including summary <br />• Public Workshops (3) including agendas and summaries for each workshop <br />• Outreach Presentations <br />• Draft and Final Meeting Summary <br />Task 5. CEQA Analysis <br />Task 5.1. Phase I ESA <br />The Consultant will conduct the Phase I ESA in a manner consistent with the ASTM Standard Practice E1527- <br />13. The objective of the Phase I ESA is to evaluate whether recognized environmental conditions (RECs) are <br />present at the site. RECs are defined by the American Society of Testing and Materials (ASTM) Standard Practice <br />E1527-13 as, "the presence or likely presence of any hazardous substances or petroleum products in, on, or at <br />a property: (1) due to release to the environment; (2) under conditions indicative of a release to the environment; <br />or (3) under conditions that pose a material threat of a future release to the environment.
