Red Morton Park Regional Stormwater Capture Project <br />Redwood City, CA <br />One electronic draft copy of each Phase I ESA report (the Report) for review and comment is included in the <br />scope. <br />Once the Reports have been reviewed by the City, the Consultant will finalize the Reports within 3 business <br />days of receipt of the Client's comments and agreed upon revisions. <br />Assumptions <br />Consultant assumes the following for the completion of this task: <br />• Timely, complete site access is provided on the date and time scheduled for the site inspections. <br />• The site inspection will include a walk-through of open and readily accessible buildings and structures <br />(if any) on the site. It is assumed that complete access to all site areas that need to be inspected will <br />be provided at the scheduled date(s) and time(s). The Consultant will only enter properties or structures <br />for which access has been granted and COVID-19-related physical distance limitations can be <br />maintained consistent with the health and safety plan (HASP) prepared for the site inspection. <br />• There are no material changes in site conditions from those described in the following exhibits. Changes <br />in conditions may impact the scope of work and/or modify the budget and schedule; should <br />unanticipated conditions be encountered, the Client will be notified as soon as practical. <br />• The Client will provide for site access and assist in the identification of those knowledgeable about the <br />history of site usage. <br />• The Client will provide all available drawings, maps, and all other environmental documentation <br />regardingthe site it has in its possession or has knowledge of within three business days of authorization <br />notice to proceed. Delayed delivery of documents may result in a change in schedule and/or budget. <br />• Regulatory agencies' files are provided electronically to the Consultant, or available to review online by <br />team personnel, within approximately one business week after receipt of authorization to proceed. <br />• It is expected that access to some agency files may not be available for review in the time period <br />available for the Phase I ESA due to the State -mandated COVID-19-related limitations. The resulting <br />data gaps maybe significant and affect conclusions and recommendations. <br />• No environmental sampling of soil or other media, lead in drinking water, potential asbestos -containing <br />materials (ACMs), lead -containing materials (LCMs), or other hazardous substances is included in the <br />Phase I ESA scope of work. <br />Task 5.2. Prepare Administrative Draft Initial Study and Determine CEQA Approach <br />Following completion of the 30% design submittal, the Consultant will review the project plans, prepare a <br />comprehensive data request outlining the information needed to complete the project's CEQA analysis, and <br />formulate a stable and accurate description of the proposed project, including its location, objectives, existing <br />site conditions, key features, and potential construction and operational characteristics. The Project Description <br />will be supported with maps, photos, and graphics as appropriate, and will be used as the basis for the setting <br />information and impact evaluations presented in the Initial Study (IS). <br />The Consultant will prepare an Administrative Draft IS that complies with the requirements of CEQA and supports <br />the City in determining if the proposed project may potentially cause, either individually or cumulatively, a <br />significant effect on the environment. <br />The IS will evaluate, in appropriate factual detail, all aspects of the proposed project usingthe checklist questions <br />identified in CEQA Guidelines Appendix G. One of the objectives of an Initial Study is to confirm the appropriate <br />level of CEQA documentation for a project. If there is no substantial evidence that the project may cause a <br />significant effect on the environment, either individually or cumulatively, the City may proceed with the <br />preparation of a Negative Declaration (ND) or Mitigated Negative Declaration (MND) for the proposed project. <br />Although not anticipated, the Consultant will notify the City immediately if evaluations or impact analyses <br />conducted for the IS indicate the proposed project may have a potentially significant impact that could require <br />the preparation of an Environmental Impact Report (EIR). The preparation of an EIR will require the Consultant <br />to prepare a separate scope of work for City review. <br />Based on the Consultant current understanding of the project, the Consultant anticipates the proposed project <br />will have little or no impact in some of the resource areas analyzed under CEQA because the project area does <br />ATTY/AGR.2020.309/Craftwater Inc (Page 20 of 34) <br />
