Red Morton Park Regional Stormwater Capture Project <br />Redwood City, CA <br />Noise: The IS will describe the existing noise and vibration environment in the project vicinity and <br />applicable City noise regulations, including General Plan policies related to noise. The Consultant will <br />conduct up to two short-term noise measurements to characterize the noise environment at and in the <br />vicinity of Red Morton Park. The Consultant will evaluate construction -related noise and vibration levels <br />at sensitive receptor locations, as well as potential increases in noise levels along local roads that may <br />be used for site ingress/egress and soil hauling (e.g., Roosevelt Avenue). The analysis will identify typical <br />construction equipment sound levels, quantify peak and typical construction activity noise levels, and, <br />if necessary, identify best management practices or mitigation measures consistent with that contained <br />in the City's plans, policies, or regulations (e.g., restricted work hours, truck routing or trip restrictions, <br />sound walls) that will reduce the magnitude of potential construction noise impacts to less than <br />significance. The proposed project may result in long-term operational noise from pumps and/or <br />equipment necessaryto clean and filterthe storm water. The Consultant will evaluate the potential noise <br />levels associated with this equipment. The team anticipates pumps and other operational equipment <br />will not result in significant operational noise levels at sensitive residential or educational receptor <br />locations so long as this equipment is enclosed in a building or other shelter. <br />Recreation: The IS will evaluate the proposed project's temporary disruption to Red Morton Community <br />Park athletic facilities. The analysis will consider where existing athletic practices, games, etc. will be <br />temporarily relocated to and whether this relocation will result in the accelerated deterioration of <br />existing parks or other recreation facilities. Given the temporary nature of the project, Consultant <br />anticipates this impact will be less than significant; however, the temporary disruption to field use and <br />team sporting events is likely to be an issue of interest and concern to the public. <br />Transportation: The Consultant will evaluate the proposed project's potential impacts to traffic and <br />transportation. Since most of the proposed project's traffic impacts will be associated with construction <br />activities and will occur during off peak hours, Consultant anticipates new traffic counts, vehicle miles <br />travelled (VMT) analysis, and a full traffic impact analysis will not be necessary for the project. <br />To evaluate the proposed project's potential traffic and transportation impacts, Consultant will review <br />up to two project alternatives for information regarding the project's construction duration (total days <br />and hours per day), construction truck haul routes, number and type/size of trucks per day for each <br />phase of construction, number of workers per day for phase of construction, construction staging and <br />worker parking areas, and other known construction plan data that may affect traffic or mitigate <br />potential traffic impacts. <br />For each alternative, Consultant will summarize the daily and peak hour vehicle trip generation potential <br />for each construction phase and, based on local knowledge and engineering judgment, estimate <br />whether there are potential traffic impacts on local roadways or nearby intersections. For this task, the <br />Consultant will review and rely on recent average daily traffic (ADT) and selected intersection peak hour <br />counts that are available from the City. Consultant will also evaluate project access points and up to <br />four intersections along construction haul routes for adequate turning radii and other safety issues. <br />Following completion of all environmental analyses, the Consultant will compile the Administrative Draft IS, <br />complete with accompanying draft MND (prepared pursuant to CEQA Guidelines Section 15071) and submit the <br />document to the City for review and comment. <br />To complete the Consultant scope of work within the identified budget and schedule estimates, Consultant has <br />assumed: <br />Task 2 studies will be complete and available for review, reference, and use prior to the start of the <br />preparation of the Administrative Draft IS/MND, including survey work, geotechnical evaluations, a <br />Phase 1 study, hydrogeological studies, utility research, hydraulic modeling, and water quality studies; <br />Consultant will prepare one Administrative Draft IS/MND for review by the City; <br />The Administrative Draft IS/MND will evaluate a single preferred regional stormwater capture project <br />(i.e., multiple alternatives will not be evaluated in the CEQA document) <br />ATTY/AGR.2020.309/Craftwater Inc (Page 22 of 34) <br />
