Red Morton Park Regional Stormwater Capture Project <br />Redwood City, CA <br />There will not be substantial changes to the project after Consultant completes its review of the 30% <br />design submittal and has prepared the IS Project Description; and <br />Consultant will receive one consolidated set of comments on the Administrative Draft IS/MND from <br />the City's review team. <br />Task 5.3. Finalize and Publish Public Draft IS/MND <br />Following receipt of all team comments on the Administrative Draft IS/MND, the Consultant will address team <br />comments, revise the administrative draft document, and prepare a Public Draft IS/MND for public distribution <br />and review. Consultant will also prepare the necessary CEQA notices for the project, includingthe Notice of Intent <br />(NOI) to Adopt a MND, a separate newspaper or other public notice (if needed), and the State Clearinghouse's <br />Notice of Completion (NOC) and Environmental Document Transmittal form. The City may be able to use the NOI <br />to fulfill the public noticing requirements of CEQA Guidelines Section 15072, which require the City to submit <br />the NOI to the County Clerk, mail the NOI to any entity that has requested the notice, and provide additional <br />noticing through one of the following procedures: <br />• Publication at least one time by the public agency in a newspaper of general circulation in the area <br />affected by the proposed project; or <br />• Posting of notices by the public agency on and off the site in the area where the project is to be <br />located; or <br />• Direct mailing to the owners and occupants of property contiguous to the parcel or parcels on which <br />the project is located. <br />Consultant will work with the City to distribute the IS and ND/MND to an appropriate mailing list of agencies, <br />organizations, and other interested individuals for review and comment. Consultant will upload the IS/MND and <br />all necessary CEQA notices to the State Clearinghouse. The distribution of notices to the State Clearinghouse <br />and publication of the IS/MND starts a 30 -day public review period for the IS/MND. <br />To complete the Consultant scope of work within the identified budget and schedule estimates, MIG has <br />assumed: <br />The Public Draft IS/MND will be approximately 300 to 400 total pages in length (including any <br />appendices) and be delivered electronically to the City; <br />The Consultant will deliver the CEQA document to the State Clearinghouse via electronic means if <br />available and through regular transmittal if necessary; and <br />City staff will deliver the NOI to the County Clerk's office, physically mail the NOI to surrounding <br />properties or post it on- and off-site, and complete any other CEQA noticing procedures (e.g., <br />newspaper notice) or IS/MND distribution tasks. <br />Task 5.4. Respond to Public Comments and Prepare Final CEQA Documents <br />Following receipt of all public comments made on the IS/MND, the Consultant will prepare an Administrative <br />Final IS/MND that incorporates any project changes made to the draft documents (as a result of public <br />comments or new information provided by the City or Applicant). The Administrative Final IS/MND will include a <br />new appendix and draft memorandum that contains the comment letters received on the public draft documents <br />(with an alpha -numeric ID for each individual comment), responses to comments, and changes to the project or <br />errata as necessary shown in strikethrough and underline formatting. Following receipt of all team comments on <br />the Administrative Final IS/MND, Consultant will prepare a Public Final IS/MND document for review and <br />consideration by the City Council. <br />Concurrent with the preparation of the Administrative Final IS/MND, the Consultant will also prepare an <br />Administrative Draft Mitigation Monitoring and Reporting Program (MMRP) for review by the project team. The <br />MMRP will compile all best management practices and mitigation measures included in the CEQA documentation <br />to reduce or avoid significant impacts and will identify the timing of the measure, the entity responsible for <br />implementing the measure, and the method for verifying the measure implemented.
