Red Morton Park Regional Stormwater Capture Project
Redwood City, CA
Task 9. Construction Support Services
The Consultant will provide design support services during the construction phase of the Regional Stormwater Capture
Project at Red Morton Community Park and will be on hand to assist the City with office support, including: shop drawing
submittal review, assisting with Requests for Information (RFI), making changes to the plans in the event a change order
is processed or a change in the design is desired, and providing limited construction observation support as needed.
The basis of the effort shown below is based on the team's extensive experience in designing and providing construction
support on similar regional stormwater capture projects. The services and effort listed can be expanded or contracted
based on the City's needs. The services should be reviewed prior to the commencement of construction and should be
periodically discussed between the team and the City's Project Manager.
Task 9.1. Meeting Support
The Consultant will attend a one -day pre -construction conference to be held with the successful construction Contractor,
City personnel, and other relevant personnel. The Consultant will take notes and produce meeting minutes, as
appropriate, to be provided to the City for distribution.
Task 9.2. Submittal Reviews
The Consultant will review shop and work drawings of fabricated and manufactured equipment forwarded to us by the
City, for substantial conformity with the intent of the contract documents. Ten (10) to fifteen (15) calendar days is
scheduled from receipt by the team to date of return of the reviewed submittal copies. The level of effort required for this
task depends on the number of submittals to be reviewed, the quality of those submittals, and the number of resubmittals
required.
The level of effort for this task is based on an assumption of seventy-five (75) submittals and thirty-five (35) re -submittals,
with an average level of effort of approximately four (4) hours per submittal for the initial submittal and two (2) hours for
the resubmittals. The total allowance for reviewing submittals is 370 labor -hours.
Task 9.3. RFIs
Contractor -generated Requests for Information (RFIs) will be submitted to the City's Construction Manager (CM). The
team will review and respond to RFIs submitted to it by the City's CM. Although the time required to respond to a particular
request for clarification varies greatly, the estimated level of effort for this task assumes fifty (50) RFIs at three (3) hours
each for a total of 150 labor -hours.
Task 9.4. On-site Construction Observation
Throughout the duration of construction, the Consultant will perform site inspections of the improvements. It is assumed
that a total of twelve (12) inspections will be performed. Two (2) inspections of the pump station and building expansion
will be performed by the structural and mechanical team members, four (4) inspections for the electrical and
instrumentation components by the electrical team and approximately six (6) inspections from the civil team to inspect
the diversion structure, rubber dam, pretreatment device, underground storage, and all other areas not covered by the
structural, mechanical and electrical team members. A total of 40 labor -hours including travel time and office time to
summarize inspection observations in memorandum form has been budgeted.
Following completion of construction, Consultant will perform final inspections of the completed or nearly completed site
and infrastructure. The Consultant will advise the City as to the acceptability of the work. Consultant team members from
each design discipline will perform the inspections. A total of 52 labor -hours including travel time and office time to
summarize inspection observations in memorandum form has been budgeted.
Assumptions for construction support:
• As-builts not included
• Final Commissioning not included
• Operations and Maintenance Manual not included
• Weekly meeting attendance (in person or via phone) not included
ATTY/AGR.2020.309/Craftwater Inc (Page 30 of 34)
