James O’Connell <br />Red Morton Community Park Regional Stormwater Capture Project, Redwood City, CA – Phase 2A <br />1 June 14, 2021 <br />ATTACHMENT A. SCOPE OF WORK <br />Craftwater Engineering has assembled a project team of leaders and experts in regional stormwater capture <br />analysis and design for the 30% Design Development for a Regional Stormwater Capture Project at Red Morton <br />Community Park in Redwood City, CA. The final deliverables are intended to support submission for grant funding <br />to further development of the project. <br />The following provides our technical approach to fulfill the specific needs of this project. <br />Task 4. Public and Stakeholder Outreach <br />We anticipate there to be significant public interest in a project that will possibly prevent usage of the sports <br />fields at Red Morton Park for upwards of 18 months. From experience at the Atherton Holbrook-Palmer Park, <br />we want to ensure a robust public and stakeholder outreach program to gain early acceptance and <br />understanding. <br />Task 4.1. Outreach Strategy and Team Communications <br />Our team will participate in calls and/or meetings to discuss the activities to engage the public in this effort. <br />Based on the results of the conversation, our will prepare a brief memorandum that describes what activities <br />will be conducted and how they will be publicized. We assume Redwood City will publicize the activities using <br />established communications channels. This task also includes time for ongoing communications and project <br />management. <br />Task 4.2. Small Group Interviews <br />Our team will conduct small group interviews with representatives from the sports leagues. We will conduct up <br />to two group interviews to accommodate the schedule of key representatives. With contact information <br />provided by the City, we will schedule and conduct the interviews. <br />During the interviews, our team will share information about the needs for the project, what the public will be <br />able to influence by their feedback, the opportunities for participation and mitigation opportunities. The <br />interviews will help surface early reactions to the process and inform how outreach activities are conducted and <br />publicized. If needed, the outreach memorandum will be revised to reflect their concerns. We will prepare a <br />summary of the interviews and provide the summary to the City and the project team. <br />To support the interviews and outreach process, our team will produce materials to provide accurate <br />information about the project. This includes a fact sheet, FAQ’s and one update to the materials midway or <br />when needed in the project. We will prepare digital files for posting on the web and for copying by the City. <br />Task 4.3. Public Workshops <br />Given the popularity of the park and field sports, our team expects the workshop to be well-attended by <br />organized and vocal community members. The workshops will have interactive elements designed to solicit <br />productive input on the project and potential mitigations. Electronic polling, small group discussions, trade-off <br />exercise are some of the tools that may be used. The workshops will be conducted in advance of the CEQA <br />process, so the document is well-informed by public comment before the draft is fully developed. The format <br />can be adapted to an in-person or virtual format to respond to directives related to public gatherings due to <br />Covid-19.
