Identify which issues are fixed by standards <br />and regulations and which issues can be influenced by the public. <br />Workshop 2: Return with materials that show how the team has responded and how the public has helped <br />shape alternatives to be considered by the CEQA process. Provide process update and next steps. Discuss <br />potential mitigation opportunities. <br />Workshop 3: Present project alternatives to be studied and mitigation opportunities. <br />Our team will develop a document that summarizes each workshop and organizes and presents the public <br />comment and feedback received. CEQA Analysis <br />Task 5.1. Phase I ESA <br />Our team will conduct the Phase I ESA in a manner consistent with the ASTM Standard Practice E1527-13. The <br />objective of the Phase I ESA is to evaluate whether recognized environmental conditions (RECs) are present at <br />the site. RECs are defined by the American Society of Testing and Materials (ASTM) Standard Practice E1527-13 <br />as, “the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: <br />(1) due to release to the environment; (2) under conditions indicative of a release to the environment; or (3) <br />under conditions that pose a material threat of a future release to the environment. De minimis conditions are <br />not recognized environmental conditions.” <br />One electronic draft copy of each Phase I ESA report (the Report) for review and comment is included in the <br />scope. <br />Once the Reports have been reviewed by the City, our team will finalize the Reports within 3 business days of <br />receipt of the Client’s comments and agreed upon revisions. <br />We assume the following for the completion of this task: <br />Timely, complete site access is provided on the date and time scheduled for the site inspections. <br />The site inspection will include a walk-through of open and readily accessible buildings and structures (if any) on <br />the site. It is assumed that complete access to all site areas that need to be inspected will be provided at the <br />scheduled date(s) and time(s). Our team will only enter properties or structures for which access has been <br />granted and COVID-19-related physical distance limitations can be maintained consistent with the health and <br />safety plan (HASP) prepared for the site inspection. <br />There are no material changes in site conditions from those described in the following exhibits. Changes in <br />conditions may impact the scope of work and/or modify the budget and schedule; should unanticipated <br />conditions be encountered, the Client will be notified as soon as practical. <br />ATTY/AGR.2021/Amend No. 1/Craftwater Inc (Page 5 of 16)
