James O’Connell <br />Red Morton Community Park Regional Stormwater Capture Project, Redwood City, CA – Phase 2A <br />3 June 14, 2021 <br />The Client will provide for site access and assist in the identification of those knowledgeable about the history of <br />site usage. <br />The Client will provide all available drawings, maps, and all other environmental documentation regarding the <br />site it has in its possession or has knowledge of within three business days of authorization notice to proceed. <br />Delayed delivery of documents may result in a change in schedule and/or budget. <br />Regulatory agencies’ files are provided electronically to the Craftwater team, or available to review online by <br />team personnel, within approximately one business week after receipt of authorization to proceed. <br />It is expected that access to some agency files may not be available for review in the time period available for <br />the Phase I ESA due to the State-mandated COVID-19-related limitations. The resulting data gaps maybe <br />significant and affect conclusions and recommendations. <br />No environmental sampling of soil or other media, lead in drinking water, potential asbestos-containing <br />materials (ACMs), lead-containing materials (LCMs), or other hazardous substances is included in the Phase I ESA <br />scope of work. <br />Task 5.2. Preliminary Biological Review <br />Although the site of the stormwater capture project is in a fully developed park, it’s operations must be <br />considered in terms of the entire watershed. We will complete a preliminary review to document whether <br />special-status aquatic species, such as the California red-legged frog or anadromous fish, are known to occur <br />upstream or downstream of the project, and whether they are likely to be affected by project operations and <br />thus require a permit. We will also review the CEQA checklist biology questions and identify whether potentially <br />significant impacts could occur. We will bring this information to the design team so that significant impacts can <br />be acknowledged and addressed through design if possible. This task includes one meeting with the design <br />team. Information from this task will subsequently be used in both the CEQA analysis and for resource agency <br />permit applications. <br />Task 5.3 Interagency Meeting <br />Contact with the resource agencies (i.e., CDFW, USACE, and RWQCB) early in the permit process can reduce <br />delays during permitting and assist with project planning. The Interagency Meeting is a regular monthly meeting <br />hosted by the USACE at their offices in San Francisco or via internet that the other agencies also attend. It is an <br />opportunity to obtain an informal consultation from the agencies regarding the proposed project. <br />Representatives from the City should also attend and present the project. This scope of work includes time to <br />prepare the interagency meeting application, coordinate with the project team, attend the meeting, and provide <br />a summary of agency comments. <br />Task 5.4. Prepare Administrative Draft Initial Study and Confirm CEQA MND <br />Following completion of the 30% design submittal, our team will review the project plans, prepare a <br />comprehensive data request outlining the information needed to complete the project’s CEQA analysis, and <br />formulate a stable and accurate description of the proposed project, including its location, objectives, existing <br />site conditions, key features, and potential construction and operational characteristics. The Project Description <br />will be supported with maps, photos, and graphics as appropriate, and will be used as the basis for the setting <br />information and impact evaluations presented in the IS. <br />ATTY/AGR.2021/Amend No. 1/Craftwater Inc (Page 6 of 16)
