James O’Connell
Red Morton Community Park Regional Stormwater Capture Project, Redwood City, CA – Phase 2A
6 June 14, 2021
impact will be less than significant; however, the temporary disruption to field use and team sporting
events is likely to be an issue of interest and concern to the public.
•Transportation: Our team will evaluate the proposed project’s potential impacts to traffic and
transportation. Since most of the proposed project’s traffic impacts will be associated with construction
activities and will occur during off peak hours, we anticipate new traffic counts, vehicle miles travelled
(VMT) analysis, and a full traffic impact analysis will not be necessary for the project.
To evaluate the proposed project’s potential traffic and transportation impacts, we will review up to two
project alternatives for information regarding the project’s construction duration (total days and hours
per day), construction truck haul routes, number and type/size of trucks per day for each phase of
construction, number of workers per day for phase of construction, construction staging and worker
parking areas, and other known construction plan data that may affect traffic or mitigate potential
traffic impacts.
For each alternative, we will summarize the daily and peak hour vehicle trip generation potential for each
construction phase and, based on local knowledge and engineering judgment, estimate whether there are
potential traffic impacts on local roadways or nearby intersections. For this task, our team will review and rely
on recent average daily traffic (ADT) and selected intersection peak hour counts that are available from the City.
We will also evaluate project access points and up to four intersections along construction haul routes for
adequate turning radii and other safety issues.
Following completion of all environmental analyses, our team will compile the Administrative Draft IS, complete
with accompanying draft MND (prepared pursuant to CEQA Guidelines Section 15071), and submit the
document to the City for review and comment.
To complete our scope of work within the identified budget and schedule estimates, we have assumed:
•Task 2 studies will be complete and available for review, reference, and use prior to the start of the
preparation of the Administrative Draft IS/MND, including survey work, geotechnical evaluations, a
Phase 1 study, hydrogeological studies, utility research, hydraulic modeling, and water quality studies;
•We will prepare one Administrative Draft IS/MND for review by the City;
•The Administrative Draft IS/MND will evaluate a single preferred regional stormwater capture project
(i.e., multiple alternatives will not be evaluated in the CEQA document)
•There will not be substantial changes to the project after we complete our review of the 30% design
submittal and has prepared the IS Project Description; and
•WE will receive one consolidated set of comments on the Administrative Draft IS/MND from the City’s
review team.
Task 5.5. CEQA Coordination
This task consists of regular coordination with the City and management of our team necessary to complete
work tasks on time and within budget. We will keep the City informed of project progress. If issues arise that will
affect the schedule or budget, we will immediately inform the City and discuss the best approach to resolving
issues.
Our scope of work assumes participation in regular, bi-weekly conference calls (for 6 weeks) and up to one
meeting with the City to keep the project on schedule (this meeting would be in addition to the Task 5.3 public
ATTY/AGR.2021/Amend No. 1/Craftwater Inc (Page 9 of 16)
