<br />Fiscal Year 2008-09 Annual Action Plan in support of 2005-2010 Consolidated Plan -
<br />Building Community through Housing Production and Basic Human Needs
<br />
<br />RECOMMENDATION
<br />Adopt a resolution approving the Fiscal Year 08-09 Annual Action Plan and authorizing the
<br />City Manager to execute and file documents related to the Annual Action Plan for submittal
<br />to the U.S. Department of Housing and Urban Development.
<br />
<br />BACKGROUND
<br />Consolidated Plan
<br />The Consolidated Plan is a federal prerequisite for receiving various sources of entitlement
<br />funding from the U.S. Department of Housing and Urban Development. The term of the
<br />City's Consolidated Plan is the period from July 1,2005 to June 30, 2010. The Plan is
<br />made up of three components: (1) Market & Needs Analysis, (2) Five Year Strategic Plan,
<br />and (3) a One-Year Action Plan. This report requests approval of the Fourth Year Annual
<br />Action Plan through funding recommendations for programs and activities that will meet the
<br />Five Year strategic planning objectives.

<br />The Annual Action Plan is comprised of an Executive Summary, Attachment 1/: Executive
<br />Summary - Annual Action Plan by Priority, which identifies all sources of funding, specific
<br />activities recommended for funding, and certain required narrative regarding the location of
<br />activities to be funded. The Action Plan is made up of funding recommendations made by
<br />the Housing and Human Concerns Committee from Community Development Block Grant
<br />funds, HOME Investment Partnership funds, Human Services Financial Assistance funds,
<br />and a proposed reprogramming of prior year funds. See Attachment 11/:2008-2009 HHCC
<br />CDBG/HOME Committee Final Vote.

<br />The Fourth Annual Action Plan identifies activities to be funded during the Fiscal Year
<br />2008-09 program year to address priorities adopted by Council. These activities further
<br />advance the goals of the Consolidated Plan, including reducing the number of people living
<br />below the poverty level. See Attachment IV: YTO Performance Outcomes- 5 Year
<br />Consolidated Plan Goals.

<br />As a condition of receiving funds, the City is required to follow a "Citizens Participation
<br />Process" to develop the Annual Action Plan. The process adopted by Council involves
<br />holding a number of public meetings and publishing the proposed use of funds for citizen
<br />comment before the City Council gives final approval on the use of the funds. For Fiscal
<br />Year 08-09, the City expects to receive $717,412 in Community Development Block Grant
<br />(CDBG) funds and $403,395 in HOME Investment Partnership funds from the U,S.
<br />Department of Housing and Urban Development (HUD) for a total of $1,120,807 in Federal
<br />revenues. The following describes the process for the development, input, review, and
<br />recommendations that constitute the Action Plan that has been created for Redwood City.
