<br />7A(1) <br />Page 2 <br /> <br />A binder of all proposals submitted for funding and financial statements for each nonprofit <br />applicant is available for review in the City Clerk's office. <br /> <br />Citizens Participation Process <br />· Mandatory application and technical assistance workshops were held by staff to <br />assist interested organizations to prepare competitive proposals and several <br />meetings were held by the Housing and Human Concerns Committee (HHCC) to <br />review proposals submitted for funding. <br />. A total of 24 proposals were received totaling $1,466,115 million dollars for the <br />$717,412 COBG entitlement. There were not enough proposals received to allocate <br />all of the HOME funding, therefore, the Committee allocated $252,546 to Site <br />Acquisition for Affordable housing activities from HOME funds. <br />. On March 13, 2008, the HHCC approved funding for 24 activities, including statutory <br />and administrative set-a-sides, in the amount of $717,412 in COBG Funds, $403,395 <br />in HOME Investment Partnership funds, an estimated $300,000 expected to be <br />received from Program Income revenue 1, and reprogram of prior year funds in the <br />amount of $411 ,028. An additional $500,000 in prior year funds was allocated to the <br />Service League in January under the City's Timely Expenditure Plan. The total Action <br />Plan Budget for Fiscal Year 2008-09, including prior year reprogrammed funds is <br />$2,331,835. Refer to 2008-2009 HHCC COBG/HOME Committee Final Vote <br />(Attachment III). <br />. The Planning Commission reviewed the capital projects in the Annual Action Plan <br />on April 1, 2008 and concurred that the proposed activities conform to the City's <br />General Plan. <br />. A Statement of Community Oevelopment Objectives and Proposed Use of Funds <br />was published for 15 day citizen comment on March 25, 2008 and prior to <br />forwarding the documents to Council for approval. <br />. The HHCC recommended approval of a final Action Plan on April 10, 2008. <br />. The City, pending Council's approval, will submit the fourth Annual Action Plan to <br />HUO on May 15, 2008. <br /> <br />All of the activities proposed for funding have been determined to be exempt or <br />categorically excluded under the National Environmental Protection Act (NEPA), or will be <br />subject to further reviews when specific sites are determined. The City has also recorded a <br />Notice of Exemption with the San Mateo County Recorder for the Annual Action Plan <br />application pursuant to California Environmental Quality Act regulations (CEQA). <br /> <br />The Human Service Financial Assistance (HSFA) recommendations will be brought to the <br />City Council in a companion report tonight for information as part of the City's upcoming <br />budget review process. <br /> <br />Other Funds <br />1. General Funds: Council has authorized the HHCC to recommend an allocation of <br />$80,000 per year to Shelter Network for the Redwood Family House transitional <br />housing facility. This budget amount may be a combination of COBG funds and/or <br />General funds. The Committee is recommending $35,000 from COSG and $45,000 <br /> <br />Program Income' <br />Monies that are generated by use of CDBG funds and come back to the City, i.e. proceeds from lease or sale of <br />property, principal & interest on loan payments, etc. <br />
