<br />RI5PORT <br /> <br /> <br />78 <br />Page 1 <br /> <br /> <br />April 28, 2008 <br /> <br />SUBJECT <br />Canada College Faculty/Staff Housing Project: 1) Appeal of Planned Development (PO) <br />Permit conditional approval; 2) General Plan Designation; 3) Pre-Zoning; 4) Property <br />Tax Exchange; and 5) Regional Housing Needs Allocation (RHNA) housing unit <br />exchange <br /> <br />RECOMMENDATION <br />1. Deny the Appeal, by Miller Starr Regalia on behalf of the Woodhill Estates <br />Homeowner's Association (HOA), of the Planning Commission's decision to <br />conditionally approve the Planned Development (PO) Permit for the 60-unit <br />(Mediterranean Style) Canada College housing project as the PO permit is no <br />longer at issue - Canada College having withdrawn its Planned Development <br />Permit and having re-submitted a new (Arts and Crafts-style) PO application. <br />Further, the previously approved Planned Development Permit should be <br />revoked. The original (Mediterranean-style) PO plan submittal was previously <br />provided to the City Council. Refer to Attachment 1 (revised PO application and <br />Arts and Crafts-style concept plan); Attachment 2 (San Mateo Community <br />College District PO application withdrawal email); Attachment 3 (Letter of <br />Appeal). <br /> <br />2. Adopt the findings associated with the proposed General Plan Amendment and <br />Prezoning approvals provided in Attachment 4. <br /> <br />3. Adopt a Resolution to amend the Strategic General Plan of the City of Redwood <br />City to provide a General Plan Land Use Designation of "Medium Density <br />Residential" to a 3.3-acre portion of uninhabited property located at Canada <br />College Parking Lot 3 (APN 058-320-340), that is currently located in the Town of <br />Woodside, contingent upon the Town of Woodside's approval of the property tax <br />exchange agreement and Local Agency Formation Commission's (LAFCO) <br />approval of the project site annexation as further described and shown in <br />Attachment 5 and 5A. <br /> <br />4. Introduce an Ordinance to amend Article 60, Zoning Map No. 17 of Ordinance <br />No. 1130, Redwood City Zoning Ordinance to prezone a 3.3-acre portion of <br />uninhabited property located at Canada College Parking Lot 3 (APN 058-320- <br />340), currently located in the Town of Woodside, to R-3 (Multi-Family Low <br />Density Residential) Zoning District contingent upon the Town of Woodside's <br />approval of the property tax exchange agreement and LAFCO's approval of the <br />project site annexation as further described and shown in Attachment 6 and 6A. <br /> <br />5. Adopt a Resolution approving the Property Tax Exchange for the subject 3.3- <br />acre project site between the Town of Woodside, Woodside Fire Protection <br />District and the City of Redwood City contingent upon the Town of Woodside and <br /> <br />4/24/08 <br />
