Adopt a Resolution approving the revised Regional Housing Need Allocation <br />(RHNA) consistent with State Housing Element law contingent upon Woodside <br />also approving the agreement. The revised RHNA includes an additional 24 units <br />for Redwood City; and the Town of Woodside will reduce their RHNA by 24 units <br />as part of the "exchange" that acknowledges the cooperation of the two agencies <br />for the Canada housing project (Attachment 8). <br /> <br />BACKGROUND <br />Redwood City is in receipt of an application from the San Mateo County Community <br />College District for a 60-unit faculty/ staff housing project, community room and outdoor <br />community space and landscaping on a vacant 3.3-acre Canada College parking lot <br />that is currently located within the Town of Woodside's jurisdictional boundary. Because <br />Woodside does not have a multi-family zoning designation or adequate sewer capacity <br />to support a multi-family project, it is necessary to de-annex the project site from the <br />Town of Woodside and the Woodside Fire Protection District and to annex it into <br />Redwood City. <br /> <br />The process of annexing the site into Redwood City has involved multiple jurisdictionsl <br />agencies all working together towards the same goal. The jurisdictions/agencies involved <br />include: City of Redwood City, Town of Woodside, San Mateo County Community <br />College District and San Mateo County Local Agency Formation Commission (LAFCO). <br /> <br />The review process for the project has included many meetings and several public <br />hearings over the past eleven months as summarized below: <br /> <br />Town of Woodside Public Review IMeeting Process: <br />. May 8, 2007: Woodside Town Council conceptually approved the proposed <br />project, including the proposed boundary change. The Town Council also <br />identified an opportunity for receiving affordable housing credits to the extent <br />possible within the dictates of the project. <br />. December 5, 2007: Town of Woodside Planning Commission held a public <br />hearing and approved the project site Lot Line Adjustment. This action was <br />appealed to the Woodside Town Council by Woodhill Estates HOA. <br />. February 12, 2008: Woodside Town Council held a public hearing on an Appeal <br />of the Planning Commission's approval of a Lot Line Adjustment (LLA) and <br />property tax exchange. While the Town Council denied the Appeal of the LLA <br />(thereby approving the LLA), the property tax exchange was continued. They <br />instructed their staff to work with the College District and Redwood City to <br />explore design options for reducing the massing of the project as viewed from <br />Highway 280 and the Town of Woodside. <br />. March, 2008: Woodside Town Council design subcommittee met several times <br />with College District staff to work through project design revisions intended to <br />soften the architectural appearance of the Canada College housing project. <br />. April 8, 2008: Woodside Town Council heard a report from their Town Council <br />design subcommittee regarding the Canada College revised design (i.e. a new <br />Arts and Craft-style architecture). <br /> <br />4/24108 <br />
