It appears from the building elevations provided with the Staff Report that the
2- and 3--story buildings are an average of approximately 40 feet tall with the highest
elements of the buildings reaching approximately 47 feet. While the current zonIng
designation of the portion of the site within the City is RH.20 (Residential Hillside),
the District concluded that "(IJn order the accommodate the proposed project, the
site would need to be prezoned R-3 (MultHamily Low-Density)." (Initial Study, p. 3-
50.) The purpose of the RH zoning designation is. however, to .provide a district in
which the hilly land in Redwood City can be developed for residential densities
commensurate with the natural topography of the area and with the type of semi-
rural living best suited to relatively low density family f1ving in the hills." (Redwood
City Mun. Code fi 4.1.) Applicable h~ig!Jt m.9l,1.lations provide that no structures are
to exceed the greater of21/2 stories or 28 feet. (ReMC i 4.5.). Subject to further
environmental review, the Commission should require that the proposed structures
conform to these minimum development standards.

In accordance with theregulaUons developed by the City for residential
development on hillsides, we request that the City decrease the height of the
buildings. In the alternative. a location for the residential structures that is farther
removed from the hilltop would eliminate the visibJllty of the proposed structures
from Farm HiD Boulevard and WoodhUJ Estates. and eliminate the potential to look
down into the yards of the Association members' residences.

We appreciate the City's consideration of the Association's concerns and look
forward to working with the City toward a resolution of these Issues.

Very trufy yours,

MILLER 5T ARR REGALIA

~

cc: Gail Hilstrom (VIA EMAIL Gaif.HlIstrom@Sun.com)
Maurice LeBlanc (VIA EMAIL leBlanc@Stanford.edu)
Kristina D.
