Box 391 <br />Redwood City, CA 94063-0391 <br /> <br />Re: PlannlflQ Commission MeetinQ February 19. 2008; Item 5: San Mateo <br />Countt Community College District Teacher Faculty/Staff Housina Planned <br />DeveJocment Permit APplication <br /> <br />Dear Honorable Chair Cronin and Members of the Planning Commission: <br /> <br />This office represents the Woodhill Estates Homeowners Association in connection <br />with the San Mateo County Community College District's proposed Canada College <br />Faculty/Staff Housing Project ("Project"). We understand that the Planning <br />Commission is conducting a public hearing on the application of the District for a <br />Planned Development Permit ("Development Permit"), and further considering the <br />Initial Study. MitIgated Negative Declaration, Addendum and Mitigation Monitoring <br />Program prepared for the Project. On behalf of our client, we have reviewed the <br />Staff Report prepared for the Planning Commission meeting this evening, which <br />recommends the approval of the Development Permit. <br /> <br />As you are aware, the parcel upon which the Project is proposed to be constructed <br />is entirely outside of the City of Redwood City's territorial boundaries and is within <br />the boundaries of the Town of Woodside ("Town"). (Addendum, p. 2.) <br />Consequently, the City has no power to approve the Development Permit for the <br />Project. The City cannot approve the Development Permit unless and untU the <br />annexation of the parcel is approved by the Sa n Mateo County Local Agency <br />Formation Commission (nLAFCO") and proper environmental review has been <br />conducted pursuant to the California Environmental Quality Act. Public Resources <br />Code Section 21000, at seq.
