<br />78 <br />ATTACHMENT 4 Page 32 <br /> <br />Findings for Approval of the General Plan Amendment and Prezoning for the <br />proposed GO-unit Canada College Faculty/Staff Housing Project: <br /> <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FINDINGS: <br /> <br />1. In accordance with the requirements of CEQA, the City Council has reviewed <br />and considered the Initial Study/Mitigated Negative Declaration (MND) prepared by the <br />San Mateo County Community College District ("Lead Agency" and "District") and <br />Addendum to that MND prepared by the City of Redwood City ("Responsibly Agency" <br />and "City") for the Faculty/Staff Housing Project at Canada College ("Project"), and, as a <br />Responsible Agency finds, on the basis of the entire record before it, including the staff <br />report, the findings stated herein, the testimony and evidence received at this duly <br />noticed public hearing on April 28, 2008, that there is no substantial evidence that the <br />project will have a significant effect on the environment. <br /> <br />2. This City Council hereby further finds and affirms that the Initial Study/MND and <br />Addendum (the "CEQA Documents") prepared for the project were: <br /> <br />A. Completed in compliance with the California Quality Environmental Act <br />(CEQA) Guidelines including Sections 15162 and 15164; and <br /> <br />B. Presented to the City Council and the City Council reviewed, considered, <br />and analyzed the information contained in the CEQA Documents prior to <br />approving the General Plan Amendment and Prezoning; and <br /> <br />C. Reflects the City's independent judgment and analysis. <br /> <br />3. Planning staff prepared an Addendum to the MND to provide clarifying <br />information in the MND related to Redwood City's General Plan Land Use Designation <br />for the site and the precise location of the Cityrrown jurisdictional boundary. The <br />Addendum provides the corrected technical data, but does not result in any new <br />conclusions about project impacts or mitigation measures (i.e. the corrected information <br />does not result in new significant environmental impacts nor increase the severity of <br />previously identified environmental impacts). The Addendum was prepared in <br />accordance with CEQA Guidelines Sections 15162 and 15164. Refer to Initial Study, <br />MND and Addendum previously provided to the City Council. <br /> <br />4. The Findings and recommendations set forth herein are made by this Council as <br />the City's findings under the California Environmental Quality Act ("CEQA") (Pub. <br />Resources Code S 21000 et seQ.) and the CEQA Guidelines (Cal. Code Regs., title 14, <br />S15000 et seQ.) relating to the Project. The Findings provide the written analysis and <br />conclusions of the Council regarding the Project's environmental impacts and mitigation <br />measures to the Project, which in this City Council's view, justify approval of the <br />Faculty/Staff Housing Project at Canada College. <br /> <br />5. The following findings identify potential adverse environmental impacts and <br />mitigation measures and state related determinations of the City of Redwood City <br />
