<br />78 <br />ATTACHMENT 4Page 33 <br /> <br />concerning the proposed approvals related to the Faculty/Staff Housing Project at <br />Canada College. These findings are made with reference to the IS/MND and <br />Addendum for the Project considered by the Redwood City Planning Commission on <br />November 27, 2007 (the "CEQA Documents") and the Mitigation Monitoring and <br />Reporting Program for the Project (the "MMRP"). To avoid repetition and an <br />unnecessarily lengthy document, these findings do not restate in full detail the analysis <br />of impacts or descriptions of mitigation measures in the IS/MND and Addendum, but <br />instead identify the IS/MND designation of the impacts discussed and the MMRP <br />designations of mitigation measures, so that further information on those impacts and <br />mitigation measures are incorporated by reference and available to any reader. Copies <br />of the IS/MND and MMRP are available in the office of the City Clerk. <br /> <br />A. AESTHETICS AND VISUAL RESOURCES <br /> <br />The Project would have the following potentially significant impacts on aesthetics and <br />visual resources. <br /> <br />1. Impact on Visual Character of Site and SurroundinQs <br /> <br />Potential Impact 1-c: The proposed project would alter the view of the <br />project site from some off-campus locations. The project site is at a higher <br />elevation than existing, adjacent neighborhoods to the north, south, and east. <br />Although the project site is largely obscured by mature vegetation form the north <br />and east, the proposed 2- and 3- story project would be visible from some <br />locations, primarily to the east and south. As shown in the photosims, the new <br />buildings would be visible from some public spaces (i.e. Barkley Fields and Park <br />playground), roadways (i.e., the Farm Hill BoulevardlWoodhill Drive intersection), <br />and residential areas (i.e., viewed briefly from points on Temescal Way and on <br />Jefferson Avenue). (IS/MND Impact 1-c, p. 3-4). <br /> <br />Mitigation AES-1: Plant additional trees and landscaping along eastern <br />and southern perimeter of project site and hillside, and add a berm or small <br />natural amphitheater on the southern side of the project site to soften and <br />partially screen project buildings from offsite views. (MMRP Mitigation AES-1). <br /> <br />Finding: The identified aesthetic and visual impact mitigation measure is <br />feasible and would reduce potential visual and aesthetic impacts on the site and <br />surroundings by softening the view of the building exteriors and partially <br />screening the buildings to a level which would not be environmentally significant. <br />Implementation of this measure would reduce this impact to a less~than <br />significant level. <br /> <br />B. AIR QUALITY <br />The Project would have the following potentially significant impacts on air quality. <br />1. Impact on Air Quaiitv Standards <br />
