<br />78 <br />ATTACHMENT 4 Page 37 <br /> <br />Potential Impact 8-c through 8-f: Even though the proposed project <br />would not increase the amount of impervious cover or substantially alter drainage <br />patterns compared to existing conditions, because the proposed project meets <br />the criteria for a redevelopment project under the existing STOPPP NPDES <br />Municipal Stormwater permit, the project would be subject to the Provision C.3 <br />requirement to incorporate stormwater treatment control measures, stormwater <br />quality controls, and site design measures to reduce water quality impacts of <br />stormwater runoff for the life of the project. (IS/MND Impact 8~c through 8-f, pp. <br />3-46, 3-47). <br /> <br />Mitigation Measure WQ-2: The District will comply with the Provision C.3 <br />measures as directed by guidelines presented in STOPPP. <br /> <br />Provision C.3 measures with which the District must comply are outlined in the <br />Redwood City NPDES Permit Requirements Checklist. The checklist sets forth <br />specific provisions and design requirements for all construction activities, <br />including site design measures, source control measures, and permanent <br />stormwater treatment control measures, as well as requirements that apply to <br />Group 1 projects. For all Group 1 projects, including the proposed project, the <br />following actions and control measures are required. <br /> <br />. Enter into an agreement of responsibility and funding for ongoing <br />implementation and maintenance of stormwater treatment control <br />measures, as appropriate for the control measure; <br /> <br />. Treatment control measure design must be consistent with Vector Control <br />Plan requirements; <br /> <br />. Use of hydraulically sized, permanent stormwater treatment control; <br /> <br />. Use of a flow-based treatment control hydraulically sized to manage the <br />flow of runoff produced by a fain event equal to at least 0.16, 0.2, or 0.36 <br />inches per hour; or <br /> <br />. Use of a volume-based treatment control hydraulically sized to capture 80 <br />percent or more of the volume of annual runoff, using local rainfall data. <br /> <br />. In addition the District must comply with the stormwater treatment <br />measures in Section 32.12 of Redwood City's Zoning Ordinance. (MMRP <br />Mitigation WQ-2). <br /> <br />Finding: implementation of Measure WQ-1 and WQ-2 would ensure that <br />impacts associated with stormwater runoff and related delivery of pollutants to <br />downstream surface waters will be reduced to a less-than significant level. <br /> <br />F.
