<br />Public Safety: <br /> <br />6.1C <br />Page 15 <br /> <br />Street Closures and Public Parking Restrictions <br />Street closures and No Parking in the Festival area is to be enforced during the times listed as <br />follows: <br /> <br />Festival Area - no thru traffic and no parking <br />(July 3 from 6:00 PM to 8:00 PM July 4) <br />Middlefield from Marshall St to Veterans Blvd. <br />Bradford St. from Middlefield to Jefferson St. <br /> <br />Festival Area - No parking <br />( July 4 from 6:00 AM to 6:00 PM) <br />Marshall St from Jefferson to Winslow <br /> <br />Use of Pedestrian Barriers: <br />Request through the County OES the use of the steel pedestrian barriers for traffic control and <br />participant safety. The peA will provide a list of times, locations, and quantity of barriers needed <br />for tbe Festival area. <br /> <br />3. The Fireworks Displav <br />The display will be conducted by a licensed fireworks vendor and launched from a barge in Redwood <br />Creek. The display will begin at 9:30 pm on Friday, July 4th, and will last about 20 minutes. The fireworks <br />vendor has stated the materials in the show will be type 1.3G Aerial, class 3, up to 8 inches in diameter. The <br />fireworks vendor will obtain all necessary pennits from the Coast Guard and local agencies. Copies of these <br />permits will be provided to the PCA. <br /> <br />The actual loading of fireworks launch equipment and display materials onto the barge will be done prior to <br />coming to Redwood City. The barge will arrive in the Port area prior to the show on July 4. Berthing at the <br />Port would be needed between 4:00 pm and 9:00 pm for inspection by the Redwood City Fire Department. <br />The barge will also need to tie up to a wharf for inspection after the show. <br /> <br />During the show, the barge will be positioned in turning basin approximately 875 feet from Wharf#5. Due <br />to the nature of tidal flows inlout of the turning basin, barge positioning may vary. The barge operator will <br />bave GPS equipment that can be used to insure proper positioning of the barge. <br /> <br />Provisions for maintainin2: the Safetv Zone <br />US Coast Guard regulations require a minimum safety zone of 1,000 feet around the barge. Therefore, no <br />watercraft will be permitted to anchor or remain in the deep water turning basin during the display. The Sea <br />Scouts of the Pacific Skyline Council will be requested to provide ships to help define the safety perimeter <br />and to keep water craft from entering the safety zone. They will have radio communications and the ability <br />to issue verbal warnings to boaters that the area is closed. In advance of the fireworks show, the Sea Scouts <br />will position their ships as to c1oselblock access to the turning basin and the safety zone. They will also <br />monitor the arrival of any craft that needs to transit the area to ensure the craft will clear the safety zone <br />prior to the start of the show.
