Purpose of Manual <br /> <br />The purpose of the City of Redwood City Levee Operations and Maintenance <br />Manual is to document the procedures for monitoring, inspection, operation, and <br />maintenance of the perimeter levee system protecting the City of Redwood City <br />from potential coastal flooding. The integrity of the levee system must be <br />maintained to prevent potential flooding from the Steinberger Slough and the <br />Belmont Slough from high tides, storm surges, and wave action from San <br />Francisco Bay, and runoff from high intensity precipitation falling within the <br />perimeter levees. <br /> <br />The manual serves as a guide for operating procedures before, during, and after <br />a flood emergency, as well as for daily regularly scheduled maintenance. <br />Operations and maintenance activities and responsible parties are identified in <br />the manual for documentation and reference. <br /> <br />The manual is intended to be reviewed and updated on a regular basis with the <br />latest revision date provided on the lower right-hand corner. <br /> <br />II. History <br /> <br />The Redwood Shores development is located on the Redwood Shores Peninsula . <br />along the west shore of the San Francisco Bay in the City of Redwood City, <br />County of San Mateo. The peninsula occupies approximately 1,500 acres and is <br />accessed by Marine Parkway and Redwood Shores Parkway from U.S. 101. <br />The peninsula is bordered by Belmont Slough to the northwest, the San <br />Francisco Bay to the north and northeast, and Steinberger Slough to the south <br />and southeast. <br /> <br />Reclamation ofthe Redwood Shores peninsula began in 1910 when pasture land <br />was converted for residential and commercial development. Over the years the <br />old dikes were upgraded into levees as the waterfront was developed. From <br />1960 to 2002, the City's Levee Improvement projects ensured that the levee <br />systems in Redwood Shores were connected and contiguous. <br /> <br />Levees ring the peninsula, since the ground elevations are below the higher <br />tides. These levees surrounding the peninsula are maintained by the City of <br />Redwood City through fee title ownership or easements. For easy reference, the <br />series of levees are designated Levee Segments I through VIII. A map of the <br />levee segments is included in Exhibit A. <br /> <br />Most segments of the levee were improved in 1997, with the exception of <br />segments III, VI, and VII. Clean imported soil and dredged bay mud material was <br />placed along the levee segments resulting in a uniform levee elevation of 10 feet <br />National Geodetic Vertical Datum (NGVD), with the exceptions of Levee <br />Segment I, II, and VIII, which are 9.5 feet.
