The top of levee width is intended to accommodate <br />emergency and maintenance vehicles, as well as pedestrian access, except to <br />the extent restricted in response to endangered species concerns. <br /> <br />III. Authorization <br /> <br />The City of Redwood City Levee Operation and Maintenance Manual was <br />authorized by resolution of the City Council of the City of Redwood City on April <br />28, 2008. The Manual shall be recognized by the officers and staff of the City <br />and all local, regional, state, and federal agencies as the official policy statement <br />of the City of Redwood City with respect to the subject matters discussed herein. <br /> <br />IV. Deleaation of Authority and Responsibilities <br /> <br />Responsibility for execution of the program and procedures discussed herein is <br />assigned to the City of Redwood City Public Works Services Department with <br />technical support from the Engineering and Construction division of the <br />Community Development Services Department under the administrative <br />oversight of the City Manager and the policy direction of the City Council. Within <br />the Public Works Services Department, operation and maintenance <br />responsibilities for the levees, internal lagoons, and storm pump stations are <br />under the direction of the Public Works Services Director by the Wastewater <br />Management Services Superintendent.
