<br />6.3A <br />Page 11 <br /> <br />V. Flood Emeraencv Operations and Procedures <br /> <br />The operation and maintenance of the perimeter levee system, internal lagoons, <br />and appurtenant pump stations during periods of expected flood emergency is <br />separated into four phases as follows: <br /> <br />1. Pre-Storm Flow Phase <br />2. Initial Storm Flow Phase <br />3. Full Storm Flow Phase <br />4. Post Storm Flow Phase <br /> <br />Activities for each phase are described in the following paragraphs. <br /> <br />A. Pre-Storm Flow Phase: <br /> <br />The Pre-Storm Flow Phase occurs whenever the National Weather <br />Service forecasts heavy rainfall of more than 4.0 inches within a 24-hour <br />period. For further information, the National Weather Services can be <br />reached at (831) 656-1725. The nearest rain gauge for the City is located <br />in Palo Alto at Foothill Park, and the rainfall readings can be viewed at <br />http://www.citvofpaloalto.oro/earlvwarnino/creekmonitor.html. The Public Works <br />Services Director will ascertain when these conditions are likely to occur <br />upon notification by the San Mateo County Office of Emergency Services <br />whenever storm conditions are forecasted by the news media. The major <br />activities during this phase include the following: <br /> <br />Mobilization - Only such mobilization is required as is necessary to carry <br />out the operations under this phase. <br /> <br />Patrolling and Maintenance - During the Pre-Storm 'flow Phase, the <br />facilities should be rapidly but completely patrolled to assure their <br />readiness to accommodate storm flow and wave action. Patrols should <br />include: <br />1. All manually operated inlet gates shall be checked by Public Works <br />Services staff for debris and cleared if necessary. Check and close all <br />inlet gates from the sloughs to the internal lagoons. <br />2. Steps should be taken to assure that an adequate supply of necessary <br />equipment and emergency supplies are readily available and can be <br />rapidly moved to any area as needed. Examples of required <br />equipment and supplies include gunny sacks, sand, lumber, hammers, <br />nails, picks, shovels, canvas, etc. Sources of required equipment and <br />supplies are listed in the exhibit. <br /> <br />Reporting - Memorandum reports, telephone, or verbal reports to the <br />Public Works Services Director regarding condition of facilities and <br />availability of equipment and supplies will be made when necessary and <br /> <br />4 <br /> <br />April 2008 <br />
