6.3A
Page 12

as conditions warrant or permit. Complete and legible notes of all
activities should be kept as part of the permanent record.

B. Initial Storm Flow Phase:

The Initial Storm Flow Phase occurs between the time storm flow starts
and when a tide level of 5.5 feet NGVD is recorded at the Port of
Redwood City Wharf 5 (Redwood Creek) tide gauge. The Wastewater
Management Services Superintendent will maintain constant contact with
the San Mateo Office of Emergency Services and shall maintain a current
weather forecast. Copies of the forecast, as updated, will be transmitted
through the Public Works Services Director to the City Manager, the
Police Chief, the Fire Chief, and the City's Emergency Operations Center
(EOC), if activated. The major operations during this phase are as
follows:

Mobilization - Personnel necessary to perform operations under this
phase will normally include only those needed for patrolling and minor
maintenance. However, if weather forecast conditions warrant, an
emergency crew should be alerted for possible use under the Full Storm
Flow Phase.

PatrollinQ and Maintenance - Only routine patrolling is anticipated to
insure that the conditions required under the Pre-Storm Flow Phase are
met. Tide, lagoon levels, and wave heights shall be monitored.
Stockpiles of sand should be checked to ensure that a minimum stockpile
of approximately 10 tons is in readiness. A sufficient number of bags and
ties for sandbags shall also be ready. Depleted stockpiles of materials
should be replaced following use. Names, locations, and telephone
numbers of sources of material for emergency use should be posted near
the stockpiles or easily obtainable by City personnel.

Reporting - Memorandum reports will be made to the Public Works
Services Director for any unusual or major occurrence affecting the
function of the facilities. Telephone or verbal reports may be made
regarding mobilization, minor repairs, water stage levels, and flow
estimates, etc. Complete and legible notes should be taken of all activities
for the permanent record.

C. Full Storm Flow Phase:

The Full Storm Flow Phase occurs when the Port of Redwood City Wharf
5 (Redwood Creek) Tide Gauge reaches a reading of 6.0 feet NGVD. The
major operations during this phase include the following:

5

April 2008
