However, if sand boils or continuously saturated <br />soils (not caused by ponding water or poor drainage) are observed on the <br />landward side of the levee or floodwall under low water conditions, <br />regardless of their size, they will likely become serious problems under <br />high water conditions. Sand boils and underseepage is a serious problem <br />that should not be taken lightly. If sand boils are observed during a flood <br />or low water conditions, or if there's evidence that foundation material is <br />being (or has been) removed from the levee foundation, then the Corps <br />should be contacted to evaluate the situation and provide technical advice <br />regarding repairs. <br /> <br />X. Coordination of Local Activities <br /> <br />The Public Works Services Department will, during periods of flood flow, <br />coordinate the functions and activities of all agencies, both public and <br />private, associated with the protective work. Particularly close working <br />relations will be maintained with the City Manager's Office as well as the <br />City Police and Fire Department, and the City and County of San Mateo <br />Departments of Public Works. The City Manager, in his capacity of City <br />Director of Emergency Services, will maintain frequent contact with the <br />San Mateo County Office of Emergency Services to inform them as early <br />as possible of prospective needs for outside resources. <br /> <br />XI. Trainina of Kev Personnel <br /> <br />Key personnel shall be trained in order that regular maintenance work <br />may be performed efficiently and to ensure that unexpected problems <br />related to flood control may be handled in an expeditious and orderly <br />manner. The Public Works Services Director shall encourage the <br />provision of continuous in-service training programs. Personnel will be <br />encouraged to seek the highest possible levels of certification available for <br />their job skills, and provision shall be made for outside training and <br />schooling where necessary to ensure a proper balance of maintenance <br />and operation skills within the department. Position descriptions shall be <br />reviewed on a regular basis to ensure their relevancy to the department <br />mission. <br /> <br />Employees assigned to levee monitoring and maintenance tasks will be <br />informed of the following by a designated Redwood City employee: <br />1. Employees will be made aware of endangered species issues relating <br />to the levee vicinity. Written material will be distributed with <br />information relating to both the California clapper rail and the salt <br />marsh harvest mouse. This information will include distribution, <br />general behavior, ecology, habitat requirements, sensitivity to human <br />activities and protection afforded endangered species by the <br />Endangered Species Act. <br /> <br />17 <br /> <br />April 2008 <br />
