This proposal is based on TJKM team member Rich Haygood's working knowledge <br />of the City's transportation and land use conditions and plans and staffs needs, as the longtime <br />City Traffic Engineer, as well as recent conversations with City staff, and TjKM's established traffic <br />modeling proficiency. <br /> <br />C/CAG has recently updated its San Mateo Countywide traffic model, Implemented In EMMEl2, to <br />a Year 2035 horizon based on the 2007 ABAG projections for 2035. In order to be consistent <br />with the C/CAG regional land use and network assumptions, TjKM proposes to start with the <br />newly updated C/CAG model and convert it into a new Emme system (an improved version of <br />EMMEl2). This new system Includes many addItional features such as GIS capabilities and network <br />editing tools, and It works with the ArcGIS software as well. TjKM will convert the C/CAG <br />network coordination system into the City's GIS coordination system so that the modeling <br />network will be consistent with the GIS files. <br /> <br />Based on the GIS files, the City General Plan, roadway Improvement programs, and the existing <br />and future study intersections, TJKM will refine the C/CAG regional model network to create the <br />City's detailed modeling network. The CIty's network will be a subarea network of the C/CAG <br />model network, which will Include a larger area than the City's jurisdiction area. In addition, TJKM <br />will develop a set of new, more detailed traffic analysis zones (TAZs). We will use the City's <br />parcel-based land use data to obtain the land data for the existing year in each T AZ, and then <br />obtain the future land use by T AZ from the City. <br /> <br />TjKM proposes to obtain current peak period traffic volumes at 32 exlstlng Intersections and ramp <br />locations, with October 2007 counts at 14 locations assumed to be provided by Hexagon <br />Transportation Consultants, and new counts to be conducted by TJKM at 18 locations, as follows: <br />1.
