We will review <br />the count locations with City staff before proceeding with new counts, and we can adjust <br />locations, as needed, based on mutual agreement. <br /> <br />TjKM will enter all of the existlng data and counts into the Emme system and review these data. <br />TKJM will check whether the counts are balanced and consistent or not, since these data will be <br />used for the purpose of model calibration. TjKM will then calibrate the City's model to reflect the <br />existing traffic conditions and counts, by refining the networks and their attributes, and reviewing <br />the computed volumes at screenlines and City boundary lines. TJKM will use the FHWA's model <br />validation and reasonableness checking manual as a guideline, In addition to model calibration <br />procedures used In our projects. <br /> <br />In addition, up to five special trip generators may be considered In the model. Special trip <br />generators are significant land uses with trip generation characteristics that differ from the typical <br />residential or commercial trip rates used in the C/CAG model. The vehicle trip rates will be based <br />on the Trip Generation, 7th Edition, published by the Institute of Transportation Engineers (ITE). <br /> <br />Based on the calibrated model, TJKM will forecast the future volumes for Year 2035, based on the <br />land use projections by T I\Z. under the City's current General Plan, which the City will provide. <br />We will review these volumes along with the growth rates they indicate for the area. Up to six <br />additional alternatives, that Is, six combinations of land use and network changes provided by City <br />staff will be forecasted. A preliminary report will be provided for review and comment by City <br />staff; we assume staff will provide one, unified set of comments. A final report will Incorporate <br />staff comments, and Include detailed documentation of the model output. <br /> <br />The following is a task outline and budget for developing the Redwood City traffic model. <br />
