In mldMMarch, <br />after review and authorization by City staff, TJKM provided the calibrated Existing (2008) <br />conditions model and the UNo Project" (1990 General Plan) model for year 2035, as well as <br />volume forecasts from those models, to Fehr & Peers Associates for use In the General Plan <br />analyslsl and to Hexagon consultants for the Stanford Campus Extension traffic Impact study. In <br />early April, TJKM receIved the land use data for the new 2009 General Plan "Project" and two <br />alternative scenarios for year 2035, and withIn one week provided the model forecast results to <br />City staff for review and authorlzatl9n to release to Fehr & Peers. We are currently preparing to <br />run the "Cumulative" General Plan scenario based on land use data provided by City Planning staff <br />and our discussions with them regarding roadway network assumptions. <br /> <br />The nature of some of the transportation Infrastructure Improvements proposed In the new <br />General Plan alternatlvesl and the transportation network to be assumed In the Cumulative <br />scenario, requires analysis and preparation beyond what was anticipated In our original scope of <br />work and budget. We also anticipate that the City will request TJKM to provide continuing on-call <br />model support services and additional model forecast runs In the Immediate future. These <br />addItional scope Items are summarized as follows. <br /> <br />Analysis and Preparation of Transit Improvements In New General Plan Alternatives <br />The 2009 General Plan "Project" and the two alternatives propose a new streetcar system and a <br />ferry terminal (as well as some roadway network modifications). Modeling these major <br />transportation Infrastructure Improvements dictates additional analysIs well beyond the future <br />roadway network modlflcatlons anticipated In our scope of work. <br /> <br />Modeling the streetcar system dictates that TJKM and City staff deflne the fundamental <br />assumptions for a system of three streetcar routes, along Broadway, Seaport, and Mlddlefleld, <br />Including the detailed streetcar route locatlonsl appropriate vehicle-trip reductIons along those <br />routes, and an "area of Influence" radius aro'und them withIn which such trip reductions could be <br />reasonably expected. TJKM uses these assumptions to adjust the trip generation for the traffic <br />analysis zones (TAZ's) within the streetcar routes' area of Influence for the three 2009 General <br />Plan alternatives. Additionally, one of those alternatives, uReduced Build Out," assumes streetcar <br />routes on Broadway and Seaport, but not on Mlddlefleldl requIring a different set of model <br />adjustments. <br />
