Ezell <br />City of Redwood City Water Services Division <br />Public Works Services Department <br />1400 Broadway, Redwood City, CA 94063 <br /> <br />Subject: Scope of Services for the Program Development and Preparation of the Water Use <br />Efficiency Step 1 and 2 Grant Applications <br /> <br />INTRODUCTION <br /> <br />WBA is pleased to submit this scope of services to the City of Redwood City Water Services <br />Division for program development and preparation of the Step 1 and 2 Water Use Efficiency <br />Grant to be submitted to the State Water Resources Control Board (SWRCB) on April 29, 2008. <br />This scope of services provides relevant background information about the grant application <br />process, summarizes eligible projects, and describes the level of effort to complete the <br />proposed tasks. <br /> <br />BACKGROUND <br /> <br />The California Department of Water Resources (DWR) is seeking proposals for agricultural and <br />urban water efficiency projects that will primarily fund projects that are not locally cost effective <br />and that provide savings or in stream flows that are beneficial to the Bay Delta or the rest of the <br />State. Considerations will also be given to projects that address water quality and energy <br />efficiency. <br /> <br />The amount of funding for Agricultural and Urban Water Use Efficiency Grants is $38.3 million <br />and the source of this money is both Proposition 50 and USBR ($35.5 M and $3 M <br />respectively). The amount of money allocated by Proposition 50 to urban water use efficiency <br />projects is $15 million which will further be divided into Section A Implementation projects (85% <br />of $15 M) and Section B projects (15% of $15 M). <br /> <br />Section A projects include water use efficiency implementation projects providing benefits to the <br />State. Some locally cost effective projects may qualify if they meet certain conditions. <br /> <br />Section B projects include research and development (R&D) projects, feasibility studies, pilot or <br />demonstration projects, training, education or public outreach program or technical assistance <br />programs related to water use efficiency. These programs should be transferrable to other parts <br />of the State. Cost effectiveness criteria do not apply to Section B projects. <br /> <br />The Water Use Efficiency Grant requires submission of application materials in two steps. The <br />first step (Step 1) requires that a conceptual proposal and application materials be delivered on <br />April 29, 2008. If conceptual proposals are accepted, applicants will be invited to submit the <br />second step of the application (Step 2), which requires a full proposal.
