Ezell <br />Mach 26, 2008 <br /> <br />be invited back on June 10, 2008 and the Step 2 application (full proposal) is due on July 22, <br />2008. <br /> <br />Based on information gathered from the SWRCB Water Use Efficiency Grant Coordinator <br />through a phone call, WBA was told that, based on previous years, the chances for a project to <br />be selected to Step 2 is about 25% and that if selected to Step 2, then the project would have <br />about a 50% chance of being funded. <br /> <br />Based on the City's 2005 Urban Water Management Plan and a meeting with Justin Ezell and <br />Jacob Trconic, Redwood City has a variety of projects (in both Section A and B categories) that <br />could benefit from the DWR grant opportunities including the (1) replacement of residential and <br />commercial toilet and urinals to low flow, (2) replacement of grass in pubic and residential areas <br />with artificial turf, (3) continuous funding of an irrigation expert to provide water budgets on a <br />monthly basis to approximately 500 commercial, industrial and institutional customers, (4) <br />provide water use surveys to commercial customers based on specific water use as well as (5) <br />pursue satellite imagery technology to calculate the irrigation demands of commercial and <br />residential customers in support of the City's "water budget based billing". These projects qualify <br />for State financial assistance under the Water Use Efficiency Grant. The level of effort in this <br />scope of services assumes that the above mentioned projects will be the projects proposed by <br />Redwood City. <br /> <br />The Step 1 application, a conceptual proposal, consists of two attachments that request the <br />applicant to delineate the background of the entity requesting funds, the statement of <br />work/project description, project benefits and project costs. Step 2 of the application is the full <br />proposal and requires the completion of eleven attachments which are more elaborated and <br />detailed in nature. Requirements and forms for the both steps of the application are included in <br />the "Draft 2008 Water Use Efficiency Proposal Solicitation Package". <br /> <br />WBA proposes to assist the City of Redwood City with the program development and <br />preparation of the Step 1 and 2 grant applications as delineated in this scope and budget. <br /> <br />STEP 1 GRANT APPLICATION SCOPE OF SERVICES <br /> <br />Below are the proposed tasks for the development of a grant assistance program (list of projects <br />to receive funding) and preparation of the Step 1 grant application. <br /> <br />Task 1: Delineate Water Conservation Program and Develop List of Projects <br /> <br />WBA will review grant application process, create list of projects with higher chances of <br />obtaining grant funds, meet and strategize project definition with the City of Redwood City. <br />Tasks are as follows: <br /> <br />Task 1.1 - Summarize and Rank Water Efficiency Projects and Review Application <br />Requirements <br /> <br />WBA will summarize Redwood City conservation projects (as listed in the 2005 Urban Water <br />Management Plan) and rank them according to State project priorities to create a list of projects <br />that have a higher chance to be selected for the Step 2 grant process. <br /> <br />2 <br />
