<br />REPORT <br /> <br />7A <br />Page 1 <br /> <br /> <br />June 9, 2008 <br /> <br />SUBJECT <br />Ordinance Adding Section 20.93 to Article VII of Chapter 20 of the Redwood City <br />Municipal Code <br /> <br />RECOMMENDATION <br />1. Convene Public Hearing and Introduce Ordinance adding language in Redwood City <br />Code - Section 20.93 to Post Signs and Enforce Parking Restrictions During <br />Specified Hours for Street Cleaning <br /> <br />2. Authorize Implementation of a Pilot Street Cleaning Program with Restricted <br />Parking, Signage and Enforcement Specific to Street Segments: <br /> <br />a. Within City jurisdiction - Douglas Avenue from Spring Street to Middlefield Road <br />between the hours of 7:00 a.m. and 12:00 noon on the last Friday of each month, <br />holidays excepted <br /> <br />b. On Marshall Street from Chestnut Street to Maple Street between the hours of <br />7:00 a.m. and 12:00 noon on the last Friday of each month, holidays excepted <br /> <br />BACKGROUND <br />The proposed ordinance amendment will incorporate new language that will authorize <br />the City Manager or his designee to designate and post specific streets or portion( s) of <br />streets for restricted parking and enforcement for street cleaning. The advantages of <br />providing language in the Motor Vehicles and Traffic Chapter of the City Municipal Code <br />specifically for street cleaning are: <br /> <br />. The language will clearly state the City's policy and allow for immediate <br />implementation of parking restrictions for street cleaning on additional streets or <br />portions of streets in the future. <br /> <br />. Fulfills the San Francisco Bay Regional Water Quality Control Board proposed new <br />regulations requiring municipalities to document and measure efforts to improve <br />street cleaning effectiveness, including steps taken to remove obstacles to effective <br />street cleaning, such as the presence of parked vehicles during street cleaning <br />operations. <br /> <br />The Council Utilities Committee and staff also recommend that City Council authorize <br />the start of a Pilot Street Cleaning Program using signage, restricted parking and <br />enforcement for street sweeping. The two streets reC9mmended for the pilot project are <br />Douglas Avenue from Spring Street to Middlefield Road and Marshall Street from <br />Chestnut Street to Maple Street. <br /> <br />The authority of local agencies to post and restrict parking for street cleaning is in <br />California Vehicle Code Section 22507.6, which states, "Local authorities may, by <br />ordinance or resolution, prohibit or restrict the parking or standing of vehicles on <br />designated streets or highways, or portions thereof, for the purpose of street sweeping." <br />
