The Council Utilities Committee directed staff to assess effectiveness of the <br />pilot project and report to the committee in 90 days (November 2008) from the August <br />29, 2008 start. <br /> <br />If approved by City Council, installation of signs on both streets will begin the first week <br />of August 2008, and restricted parking and enforcement would begin on August 29, <br />2008, the last Friday of the month. This approach provides notice through the posted <br />signage at least 22 days before the parking enforcement begins. Notice of the public <br />hearing for this ordinance amendment was published in the Redwood City Daily News <br />on May 25, 2008 and June 4, 2008. Additionally, residents and businesses on Douglas <br />Avenue and Marshall Avenue, including the adjacent businesses on Broadway, <br />received written notification from City staff. <br /> <br />While City staff does not receive a large volume of complaints about street cleaning, the <br />calls received are representative of many neighborhood areas and consistently focus on <br />the problem of parked cars and the inability of the sweeper operator to clean at the curb <br />and gutter. The City's sweeper operator shares many of the same concerns as <br />residents and businesses. <br /> <br />ALTERNATIVES <br />Do not add language to Chapter 20, Article VII to post signs and enforce parking <br />restrictions during specified hours for street cleaning. Continue street cleaning <br />operations without parking restrictions and enforcement on these street segments. <br /> <br />FISCAL IMPACT <br />Staff estimates the cost for placement of signs to be $9,600 for approximately 48 signs <br />at $200 per sign, placed every 100 feet - on both sides of Marshall Street (24 signs) <br />and on one side - City jurisdiction only - of Douglas Avenue (24 signs).
