<br />5.1F <br />Page 7 <br /> <br />EXHIBIT "A" <br />SCOPE OF SERVICES <br />AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES <br />KENNEDY/JENKS CONSULTANTS <br /> <br />REDWOOD CITY RECYCLED WATER PROJECT <br />CUSTOMER RETROFIT AND PROGRAM SUPPORT SERVICES <br /> <br />BACKGROUND <br />The Redwood City Recycled Water Project ("Project") will be implemented in multiple phases <br />over the next several years, beginning with some recycled water delivery in the 2006 irrigation <br />season. This scope of services has been designed in close collaboration with city staff to reflect <br />and fully implement: <br />. Project "Alternative TF", as described in the Recycled Water Task Force Report and as <br />unanimously accepted by the City Council on March 25, 2004. <br />. Agreement for Production and Delivery of Recycled Water ("Agreement") between the <br />South Bayside System Authority (SBSA) and the City of Redwood City as approved by the <br />City Council on July 26,2004 and by the SBSA Commission on August 3,2004. All ofthe <br />legal, operational and financial details of the long-term partnership arrangement between the <br />two agencies are embodied in this agreement. <br />. City Council policies on the use of recycled water made to date, such as the prohibition on <br />mandatory use by existing residential customers. <br />· Engineering Report dated August 2004, and currently under review by the State of California <br />Regional Water Quality Control Board, the State Department of Health Services (DHS), and <br />the County of San Mateo Health Services Agency. <br /> <br />The major components of the Project are: <br /> <br />1. Treatment improvements consisting of filter modifications, chemical feed addition and <br />filtered water line at the SBSA site - owned and operated by SBSA <br /> <br />2. Disinfection facility consisting of new chlorine contact chamber at the SBSA site - owned <br />by Redwood City, operated by SBSA <br /> <br />3. Storage and pumping facilities located inside the SBSA plant property (includes a back-up <br />supply line for potable water) - owned and operated by Redwood City <br /> <br />4. Distribution system consisting of new transmission pipelines throughout the water service <br />area, in street rights-of-ways - owned and operated by Redwood City <br /> <br />5. Customer site retrofits for each existing private or public site with a landscape irrigation <br />meter. Retrofits will occur as each property owner has agreed to convert to recycled water <br />for landscape irrigation and industrial uses. <br /> <br />This scope of services is specifically for the work required to complete the first major phase of <br />component number five above, while engineering services for number four are to be provided <br />under a separate, companion professional services agreement. <br />Agreement over $IOK 1 <br />Rev-3 052308 <br />
