She
explained this would raise the County tax rate to 8.375%. Shawn White, Chair of the Parks
and Recreation Commission, addressed the Council and offered this commissions'
endorsement because this is an investment in the future (presentation on file). Julia Bach,
Executive Director of the Parks Foundation with the County of San Mateo, explained why
this matter is going before the voters again. She noted that on two polls conducted, there
was 70% support for the measure and the June primary is the best time to take it to the
voters because it will not be a crowded ballot. Ms. Bach provided details on the outreach
that is being conducted, and those who want to get involved can go to the following website
for additional information www.parksforthefuture.orq.

Council inquired if these funds could be used for culture and arts. Ms. Bach explained that
if these areas are already part of the framework of the existing Parks Recreation and
Community Services Department, then that would be permitted.

M/S Ira/Pierce to move approval of the resolution. Motion carries unanimously by a roll
call vote.

One Council Member expressed some concern with endorsing this because it will not meet
all the Redwood City needs, which are in excess of the estimated $800,000 revenue.
However, he will support this because the electorate will decide once the matter is on the
ballot. Mayor Foust thanked the presenters and said she would like to see them to return
with a policy on the use of funds when this passes and if it passes in June 2008.

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD MEETING
MINUTES

MARCH 24, 2008
PAGE 5
