April 8, 2008

Sailesh Mehra, Associate City Planner
City of Redwood City
1017 Middlefield Road
P.O. Box 391
Redwood City, CA 94063

Re: Contract Planning Services for Kentfield Project - Environmental Assessment

Dear Sailesh:

I am pleased to submit this proposal to outline a scope of work for contract planning
services for the City of Redwood City. The intent of the proposed service is to prepare
the necessary environmental documents associated with the development of 24 new
attached houses, the Kentfield Project. It is my understanding that the project consists of
the merger of two lots totaling 1.5 acres and construction of 24 new attached homes with
the R-2 Zoning District. Several entitlements are requested as part of this project
including a Planned Development, Tentative Map, and an Environmental Assessment. I
would prepare an Initial Study for the project's environmental assessment with the
anticipation of it resulting in a Mitigated Negative Declaration.

Areas of study that will be considered in the environmental assessment that may require
additional special studies from outside consultants and could include, but not be limited
to, air quality, biological resources, cultural resources, geotechnical and soils analysis,
hydrology, noise, and traffic.

Planning Services Provided

Anticipated contract services include the following:

1. Meetings with staff to understand the project and City codes and procedures, to
coordinate project review among the pertinent departments, to review and receive
feedback on preliminary work products, and to receive direction regarding policy
and procedural approaches.

2. Review of the project application, plans, and support documents.

3. Attendance at one (1) Plan Review Committee meeting.

4. Review of pertinent sections of the City's General Plan, Zoning Ordinance and
related codes and policies, and research land use implications.

5. Site visits.

6. Prepare letters and memoranda as necessary to outline the project status or review
comments.
